About the division:
The

Clinical Quality and Care Transformation (CQCT)

division makes clinical policy decisions that guide medical coverage, maintain quality standards, and ensure evidence-based practices for those on whose behalf HCA purchases medical care. The DATA team within the CQCT division provides data, analytics, and decision support tools to support HCA's various initiatives and programs. DATA staff ensure availability of data-driven decision support, including advanced analytics and performance measurement, to improve decisions about clinical quality and health care purchasing. The DATA Team is responsible for leading the Data Strategy for the Agency; and leading the implementation, maintenance, and enhancement of the data management, analytics and reporting systems that inform Agency leadership in support of HCA's purpose and goals, as well as for improving and monitoring agency and program performance to ensure accountability and alignment with all agency activities.
About the position:
Reporting to HCA's Chief Data Officer, the

Performance Measurement Manager

role is critical to building a performance management system and a data driven decision-making culture within the Health Care Authority. This position will lead, coach, and provide expert-level consultation to the agency Director as well as division and section leaders regarding the collection, manipulation, storage, visualization, statistical analysis, and reporting of data for long-term strategic and operational decision making. This position will lead agency-wide and interagency project teams and ensure that teams, sponsors, and key stakeholders are aligned with leadership and agency goals, strategies, and performance measures. This position supports the agency mission by ensuring that agency core processes and intended outcomes are quantified, measured, and tracked so that agency leaders can assess risk and opportunities related to the mission.
This position is eligible to telework and is typically not required to report on-site

.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:
Provide senior-level leadership and expertise in the collection, manipulation, storage, visualization, statistical analysis, identification of business system nexuses, and reporting of data for decision-making.
Lead the work of the data dissemination domain of the agency's data strategy, including prioritizing key strategic initiatives and influencing the formulation of the data strategy.
Consult with and make recommendations to senior program managers and the executive leadership team on strategy, prioritization, resourcing, and deployment of performance measurement activities.
Develop the deployment strategy to build the capacity and culture for data-driven decision-making that is critical to the agency's ability to assess long-term risk and opportunities.
Implement a strategy for agency training and development to increase capacity for data-driven decision-making.
Coach, instruct, and develop business process owners and improvement teams regarding the use of data in decision-making.
Manage the process for prioritizing and activating performance measures.
Design and facilitate effective change management strategies to help business process owners and customers migrate from current data management processes to future data management processes.
Provide expertise and guidance to performance measure practitioners throughout the agency to ensure they are supported in their measurement efforts and consistent in their approach, methodology, and outcomes.
Identify team members, subject matter experts, stakeholders, and other interested parties to conduct successful performance measurement projects.
Collaborate with business process owners to develop, gather, and analyze meaningful performance measures to demonstrate the value and results of process improvement activities.
Conduct extensive inter- and intra-agency stakeholder activities throughout the lifecycle of the performance measurement process.
Create and maintain a tracking system of performance measures. These reports must be available to all of HCA and to the Governor's office.
Provide all reports required by HCA, OFM, Results WA, the Legislature, and other key stakeholders in a timely manner.
Provide consultation for, review, and approve surveys designed and administered by agency programs.
Provide coaching and education to agency staff in survey design and analyses.
Conduct bill analysis related to performance measurement, provide subject matter expert consultation for agency wide, program or division improvement efforts required in legislative bill proposal and analysis.
Required qualifications:
Master's degree

in engineering, healthcare, management, or related field is required, with preference given to health or social science background related to policy, economics, measurement, or evaluation.
Strong quantitative, organizational management and survey methodology emphasis.
Five (5) years

working experience in a related field.
Expertise in Power BI and similar analytic/business intelligence tools.
Knowledge of:
Quantitative and qualitative statistical methods and analysis.
Survey design and associated analytic methods.
Analytic software and database systems.
Business systems, health care delivery systems, and cost containment programs.
Long-range strategic planning approaches.
Skills to:
Provide clear direction and supportive guidance to staff.
Communicate, maintain interpersonal relations, coach and counsel, present material in written and oral form, and facilitate meetings.
Develop, manage, and monitor contract implementation.
Conceptualize policy questions in order to articulate and carry out data collection and analysis, and to answer operational and policy questions related to the agency's programs.
Identify necessary sources of information, select statistical techniques for application, develop preliminary findings and propose recommended action based on findings.
Evaluate, identify, and communicate the current and future implications of health care policies, particularly as they relate to the HCA and its role as a public agency health care purchaser.

Preferred qualifications:
Doctorate in engineering, healthcare, management, or related field.
Knowledge of:

Project management to an outcome or recommended actions, including stakeholder management, leadership, and time management.
State agency operations and related state and federal laws.
Business and economics, health insurance and managed care.

Skills to:

Research and identify the data needs of the HCA, interagency and external stakeholder, and constituents.
Communicate effectively, both verbally and in writing, with different levels of management, to a wide spectrum of professionals and policy makers, and other state agencies.
Manage multiple tasks or projects.
