Position Details TERMS OF EMPLOYMENT: Administrative/Non-Bargaining One (1) Full-time position, 260-day position Salary: $57,109 – $60,600 Competitive compensation package with salary commensurate with the education and experience of the candidate. An annual contract with provisions for annual review and evaluation will be offered. A fringe benefit package is offered, which includes health, dental, vision, life, and long term disability insurances. GENERAL SUMMARY OF THE POSITION: Under the supervision of the Director of Human Resources and direction of the Executive Director of Human Resources, this position is responsible for the coordination and oversight of the Saginaw ISD payroll processing in accordance to District policies, appropriate labor agreements, and related federal and state laws. Coordinate operations and efficiencies between benefits, payroll and human resources. Provide professional support services to local school districts in all facets of payroll processing as per contractual agreement.
ESSENTIAL RESPONSIBILITIES: Comprehensive payroll processing for multiple school districts to comply with District policies, labor agreements, and related federal and state laws. Develops and produces reports significant to the payroll operations including those required by the District, State, Federal, and outside agencies. In collaboration with the HR Coordinator & Benefits Coordinator, provides internal support within the department to handle staff concerns, troubleshoot Skyward finance issues as presented, identify department areas of improvement, and implement solutions to increase department efficiencies. Serve as support and overflow for Payroll Specialist positions including the ability to process bi-weekly payroll. Accurately prepare and submit local, state and federal taxes. Submission of unemployment wage reporting. Preparation and submission of ORS (Office of Retirement Services) payroll reporting on a weekly basis. Responsible for Michigan Public School Retirement System (MPSERS) new and terminated employee forms, and monthly, quarterly, and annual reporting requirements. Reporting worker's compensation wages to ORS. Responsible to keep up to date with compliance for all Federal, State, and local regulations regarding payroll, including, but not limited to retirement reporting, Social Security and Medicare withholdings, tax withholdings, 403(b) distributions, EFTPS, etc. Assist in the completion and accuracy of 941, W-2, and W-3, and all other payroll and tax related forms. Coordinate payroll updates and CBA changes with the HR Coordinator & Benefits Coordinator and implement in payroll processing procedures. Responsible for coordinating with HR Coordinator on all Skyward requests, troubleshooting, planning, etc., Complete retirement final salary affidavits for retired employees. Maintain confidential records and required payroll documents, files, and records per Michigan retention schedules. Provides with audit preparation and support as requested. Provide assistance on special projects as requested and directed. Provide professional customer service to local school districts that contract payroll services through the Saginaw ISD. Other duties as assigned. OTHER SKILLS Ability to have a positive attitude and establish professional relationships in working with staff, local school districts, and community members. Demonstrate awareness and vision with respect to quality customer service to internal and external customers. Ability to interpret collective bargaining agreements related to employee pay, leave time, etc., to ensure accurate implementation. Assist the Human Resources department when other employees are absent. High level of organizational skills required. Ability to prioritize work assignments and perform tasks with limited supervision. Knowledge of payroll requirements, terminology, related laws and regulations, procedures and legislation relative to school employment and payroll. Analytical aptitude to identify, evaluate, process, and resolve payroll issues. Ability to work in a team environment and be able to lead others. Perform duties and responsibilities with an awareness and concern of all District requirements and Board of Education policies. Must be able to work in a flexible work environment with respect to hours, work assignments, and all other requests as presented by the Director of Human Resources and/or Executive Director of Human Resources. QUALIFICATIONS A Bachelor's Degree in related field required. A minimum of an Associate's Degree in related areas, and/or substantial experience will be considered. Three (3) years of payroll experience required, payroll processing in an educational organization preferred. Michigan School Business Officials School Payroll Specialist certification or ability to obtain within three (3) years. Knowledge and understanding of state and federal regulations regarding payroll processes. Demonstrated knowledge and ability in working with a variety of computer software programs, including Microsoft Office, Google applications required. Experience in Skyward Finance software desired. Must be highly proficient in Excel and Google Sheets. Communication skills (written and oral) must be highly developed to be able to effectively present information and respond to questions from a diverse population of both internal and external customers. Demonstrated problem-solving skills and abilities. Must have analytical ability to analyze and interpret governmental regulations, technical procedures, collective bargaining agreements, statistical data, etc. Ability to work collaboratively in a team setting. Demonstrate a high level of discretion, confidentiality, and integrity. High level of decision-making abilities required. Ability to deal with constant and diverse changes in daily job responsibilities. Ability to work within district timelines. Willingness to receive additional training to improve job skills.
