GENERAL PURPOSE
Responsible for providing support to the instructional program with specific responsibilities for working with parents of young children, promoting their involvement and providing information and/or direction; assisting parents in goal setting and educational development; developing and refining program materials; and assisting in transitioning students to preschool and kindergarten.
ESSENTIAL JOB FUNCTIONS
Create and adapt lessons and instructional delivery for children and parents providing children and families with instruction that meets individual developmental levels using nationally approved, research-based home visitation curriculum, Parents as Teachers Foundational and Model Implementation along with Parents as Teachers Foundational 2 (3-K).
Prepare a variety of documents, reports and written materials communicating information to parents, and receiving school and agencies; providing written support, developing recommendations and/or conveying information on child development.
Prepare, track, and follow through with referrals to appropriate agencies, such as First Steps and Early Childhood Special Education.
Administer annual formal and informal screenings and assessments on children and families.
Interpret and utilize information from screenings and assessments to refer families and children to appropriate school and community resources.
Communicate with parents and/or legal guardians regarding children's developmental progress engaging stakeholders in the child's education and development.
Counsel parents, K-5 school staff, and community agencies by evaluating situations, solving problems, resolving conflicts, referral to appropriate professionals, and enhancing probability of child development.
Maintain a variety of confidential and non-confidential manual and electronic lists and records documenting and/or providing reliable information.
Organize parent workshops and meetings enhancing parents' learning how to teach their children and developing involvement their child's preschool activities.
Respond to inquiries from a variety of internal and external sources providing information and/or direction as may be required.
Serve as liaison to parents and students transitioning through the first year of school removing barriers to student's success in school.
Serve as a liaison to one or more elementary schools for the purpose of planning and delivering appropriate preschool activities to encourage proper child development and school readiness.
Report incidents, such as suspected child abuse or neglect, maintaining safety and well-being of families, while providing a positive learning environment and adhering to applicable laws and/or regulations.
Participate in a variety of meetings and on-going professional development conveying and/or gathering information required to perform the job's function.
Maintain accurate, complete, and correct records as required by law, district policy, Missouri state Early Childhood Development Act (ECDA) legislative guidelines, and National Center for Parents as Teachers requirements for Model Implementation meeting regulatory and other requirements.
Respond to inquiries from a variety of sources resolving issues and/or providing direction.
Manage a caseload of 30-100 families. Use information gathered from personal visits, screenings and assessments to determine the frequency and intensity of visits for each family.
Perform other related duties as required/assigned.
QUALIFICATIONS AND REQUIREMENTS
Education and Experience
Bachelor's Degree from an accredited college or university.
Minimum of one (1) year of job related experience with increasing levels of responsibility, preferred.
Certificates, Licenses and Other Special Requirements
Must be able to obtain and meet requirements for National Center for Parents as Teachers Foundational Model Certification and annual recertification, required.
Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required.
Possession of a valid Driver's License, with evidence of insurability.
Knowledge, Skills, and Abilities
Knowledge of basic math, including calculations using fractions, percentages, and/or ratios; read a variety of manuals, write documents following prescribed formats and/or present information to others; and solve practical problems.
Knowledge based competencies required to satisfactorily perform the functions of the job include: appropriate codes, policies, regulations and/or laws; age appropriate activities; lesson plan requirements; stages of child development; and behavioral management strategies.
Skill to perform multiple, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions.
Skill based competencies required to satisfactorily perform the functions of the job, including: applying assessment instruments; and operating standard office equipment; and using technology effectively to implement instruction and to manage documentation requirements. Interpersonal skills are also essential; working well independently and also as part of a team while being able to relate to and communicate well with parents and community members.
Ability to read technical information and compose a variety of documents.
Ability to analyze situations to define issues and draw conclusions.
Ability to work with others under a wide variety of circumstances; working with data utilizing defined but different processes; and operate equipment using defined methods.

Working Conditions and Physical Requirements
Work environment is primarily inside, where the noise and temperature levels are moderate.
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
Must possess the physical ability to work primarily with fingers, perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
Additionally, the following physical abilities are required: balancing, crouching, feeling, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
