Job Summary The NEPA (National Environmental Policy Act ) Specialist fulfills a pivotal role in ensuring compliance with environmental regulations and standards, particularly within the framework of NEPA. This individual will work collaboratively with project managers, environmental scientists, clients , and other stakeholders to facilitate the successful completion of projects.
The NEPA specialist works independently and under supervision to prepare environmental documents, primarily environmental assessments (EA), but also environmental impact statements and related technical duties. As a NEPA specialist you will interact with all levels of Chloeta and client staff and apply your academic and past work experience to a wide variety of complex projects. You will work directly with clients, senior staff and internal and external experts in their expertise. Additional tasks may include preparation of reports or forms, detailed editing and review of documents and various related tasks.

Compensation: Chloeta reserves the right to offer any candidate above or below the listed compensation amount based on experience or business needs.
$60-$90,000 per year FLSA Exempt Duties/Responsibilities Independently and cooperatively coordinate preparation of NEPA documents, including Environmental Assessments (EA) s , Findi ng of No Significant Environmental Impact ( FONSI ) , Categorical Exclusions (CE)'s, and DRs , as well as Environmental Impact Statements (EIS), primarily for federally funded projects on Federal and Tribal lands . Prepare NEPA documentation in collaboration with resource specialists both within Chloeta and strategic teaming partner firms, as well as Federal and Tribal Agencies . Coordinate professionally with clients to develop proposed actions and alternatives, conduct site visits if required , support regulatory and public involvements, and prepare final NEPA documentation of findings . Conduct s thorough environmental assessments and analyses in accordance with NEPA guidelines for proposed projects and composes all required NEPA documents. Provide s expertise and guidance on NEPA compliance requirements to project teams and clients. Collaborate s with interdisciplinary teams to identify potential environmental impacts and develop mitigation strategies to address them . Review s project plans, permits, and documentation to ensure alignment with NEPA regulations and agency requirements. Prepare s and/or review NEPA-related documents, including scoping documents, public notices, and responses to agency comments. Coordinate s with regulatory agencies, stakeholders, and Subject Matter Experts (SME) to facilitate the NEPA review process and obtain necessary permits and approvals. Remains current with developments in NEPA regulations, policies, and best practices to ensure compliance and incorporate relevant updates into project strategies. May lead environmental reviews of documents submitted by third-party preparers. Corresponds with state and federal agencies. May s erve as signatory on environmental compliance documents. Conduct environmental compliance review s and provid e technical guidance and direction to staff and project teams, preparing and reviewing technical documents, and ensuring high-quality deliverables are completed within budget and schedules. Education and Experience Required: Strong understanding of environmental science principles and methodologies, particularly as they relate to impact assessment and mitigation ; Required: In-depth knowledge of NEPA regulations, guidelines, and processes, including experience preparing NEPA documents such as EIS, EA, and CE ; Required: Excellent communication and interpersonal skills, with the ability to effectively engage with project teams, clients, regulatory agencies, and stakeholders ; Required : Proven ability to manage multiple projects simultaneously, meet deadlines, and deliver high-quality work products ; Required: M eticulous attention to detail to ensure accuracy and completeness in all NEPA-related documentation and processes ; Required: Strong written and verbal communication skills are essential for communicating with project teams, clients, regulatory agencies, and other stakeholders ; . Ability to articulate technical information clearly and effectively in various formats, such as reports, presentations, and public meetings . Required: Minimum of two (2) years' experience in preparing and reviewing NEPA documents Required : Bachelor's degree in biology, archaeology, geology, natural or environmental sciences, or related field . Required: Must have the ability to review environmental documents for technical and regulatory completeness . Required: Knowledge of environmental regulations and ability to interpret and apply them in a project-specific context . Required: P roficiency with MS Office suite, Microsoft Teams and Adobe products Required: Minimum two (2) years of creating written content , editing, checking for document organization, logical reading order, content accuracy, and consistencies in and among documents, formatting , spelling, grammar, punctuation, capitalization, and syntax . Preferred: Professional certifications such as Certified Environmental Professional (CEP) or similar credentials Preferred : Familiarity with Forest Service's style guide and the Plain Writing Act of 2010 Preferred: Five (5) years of environmental compliance and review experience; or 3 years with a master's degree in a related field .
