Full job description Position Summary The Contracts and Proposals Manager serves as the lead organizational point of contact for public proposal and bidding efforts that support a variety of programs. The Manager leads proposal development and implementation of procurement efforts throughout the proposal life cycle, from initiation through production. This position plays a critical role in proposal success, and the role calls for both excellent project management and written communications skills (writing and editing), along with ability to collaborate with designated subject matter experts in all of MAC's functional areas.


The Manager is the lead drafter, editor, and manager of legal documents, and works collaboratively with other staff and attorneys in MAC's Legal Affairs division to create lease documents and amendments that protect MAC's interests, provide business opportunities to external partners, and enshrine reasonable oversight practices. The position is a critical liaison with other MAC departments that have a stake in ongoing lease management and compliance.

Position Description The Contracts and Proposals Manager will plan and organize the solicitation efforts and interface with management on progress and problems. Related responsibilities and duties will include:



Proposals: Draft, modify and finalize solicitations such as Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Request for Bids (RFBs) specification documents Moderate proposal review and scoring processes Exhibit strong leadership throughout the scheduling, coordination and facilitation of the solicitation process. Compile information and draft recommendation materials for Board consideration Respond to data requests relevant to concessions contracts Drafting memorandums, letters, and amendments to tenants and MSP stakeholders Respond to questions and complaints; provide information regarding airport policies, operations, opportunities, and MAC's RFP process Demonstrated experience setting priorities, meeting deadlines and managing multiple projects with the ability to handle shifting priorities Ability to communicate clearly and concisely, both orally and in writing Excellent business sense and problem-solving skills Performs other duties as assigned Contracts: Draft leases, amendments, letters and other documents and provide lease interpretations in coordination with Legal staff Draft, modify, and finalize memoranda to recommend lease actions and related business items Prepare clear, accurate and comprehensive reports, research studies, feasibility analysis, financial pro forma, correspondence and other documents Monitor and review ordinances, regulations, and policies. Assist in developing and recommending changes to ensure they meet MAC's current and future requirements Research historic Commission actions affecting properties Review requests for lease actions, coordinate approval and implement actions Ability to exercise considerable independence and initiative in the administration of assigned projects Conduct supplemental site inspections of assigned concessions and report findings and recommendations Position Requirements COMPETENCIES Senior Level Individual Contributor (SRIC) Competencies
