Purpose and Essential Duties The HSE Manager is responsible for assisting in the overall supervision and administration of safety for IS Delivery division to maintain a safe and healthy work environment for all employees and Bernhard subcontractors. They are managing project safety efforts to prevent accidents and injuries while communicating details of safety conditions to the HSE Director and various levels of divisional leadership.

Specific responsibilities include:
Formulates and implements policies, procedures, programs and job-specific safety plans for construction operations that comply with project requirements, regulatory and / or specific client program requirements. Maintains broad knowledge of local, state and federal regulations and familiarity with relevant environmental laws related to IS Project Delivery projects in their locations. Participates with the project team(s) in developing and conducting field safety orientation training for IS Project Delivery projects. Assists divisional leadership and risk department in the evaluation of subcontractors for prequalification and execution of work. Visits construction sites regularly to coordinate and / or conduct jobsite inspections and ensure implementation of the correct safety policies and procedures for Bernhard and its subcontractors. Coordinates periodic joint jobsites visits with divisional leadership, subcontractors and / or client. May coordinate or deliver basic first aid skills, CPR, and prevention of workplace accidents. Understands and can administer tests of working areas for hazard exposures (noise, toxic, etc.) using associated testing equipment. Reviews daily safety planning reports from vendors and subcontractors to ensure compliance with the Project Specific Safety Plan and Bernhard procedures. Provides any findings with recommendations for corrective action to the project team. Investigation of accidents per program procedures to establish root cause for use in recommending preventive safety measures. Documenting all accidents, safety violations, unsafe conditions or behavior. Assisting in development of standardized job safety analysis (JSA), corporate safety and health management program (SHMP), as well as project specific safety plans (PSSP). Conduct weekly safety meetings with workers to instruct them on Bernhard's/project safety practices and requirements. Demonstrates use of equipment and conduct or implement safety training as needed to support the work of the projects. Can maintain and review all required regulatory compliance paperwork for the assigned project(s). This position is Full-Time, Exempt, and reports to the HSE Director.

Required Education, Experience, and Qualifications Bachelor's degree in Occupational Health and Safety or a related technical field. 7 years of previous construction experience. 1 year of previous experience as on-site safety person. First Aid, CPR, and AED Trainer. Working knowledge of government regulations, hazard control methods, and industrial hygiene. Demonstrated ability to conduct training and influence organizational behavior. Strong analytical skills. Strategic thinking abilities. Able to work within a team and self-start. Effective verbal and written communication skills. Detail-oriented and willing to tackle various ongoing projects in a fast-paced environment. Versed in the industry and the Company's competitors. Ability to multitask and perform duties outside of the scope of work when necessary. Preferred Education, Experience, and Qualifications BCSP certification(s) preferred: CSP, ASP, GSP, OHST, CHST Travel Requirements 50%-75% of time will be spent traveling to job site(s)/office location. Physical/Work Environment Requirements Prolonged periods of sitting at a desk and working on a computer. Ascending and descending ladders, stairs, scaffolding, ramps, and/or poles. Climbing stairs. Operating motor vehicles. Outdoor elements such as precipitation, heat, cold, and/or wind. Medium work that includes adjusting and/or moving objects up to 50 pounds. The base salary range for this position is $83,000-$112,000 per year however base salary may vary depending on job-related knowledge, skills, and experience. In addition, Bernhard offers a comprehensive benefits package that includes medical, dental and vision coverage; life, accident and disability insurances; and a 401(k) plan.
