Under this task order, the contractor will independently provide services to support the Office of the Executive Director, Central Programming Unit (OES/EX/CPU) in the U.S. Department of State's Bureau of Oceans and International Environmental and Scientific Affairs. The primary objective is to provide contractor services and deliverables through performance as a management analyst to support Bureau offices in the development and design of new assistance awards that include grants, cooperative Agreements of selected foreign assistance programs and interagency agreements. The CPU has oversight responsibility for all Bureau federal assistance programs.
The management analyst provides expert advice and support to bureau project managers managing federal assistance programs. The management analyst will support bureau offices in reviewing documents for open and sole source competitions, reviewing and grant packages in the grants management database ensuring federal and bureau compliance, facilitating panel reviews, drafting, and reviewing congressional notifications and analyzing and executing interagency agreements for the Executive Director's signature. The management analyst provides advice and recommendation on bureau policy for both grants and interagency agreements. Interface with the legal advisor, the grants officer, and the A/OPE procurement executive and regional bureaus as needed. The management analyst supports policies and programs for forest and conservation, space affairs, science and technology, global health, and food security. The management analyst will support the EX Executive Office's efforts in processing reclassifications/repurposing foreign assistance funds in line with the OIG recommendations. The management analyst also serves as a point of contact within the Bureau in implementing Department grant policy directives concerning grants and cooperative agreements and interagency agreements. Specifically, the management analyst duties include:
Assistance awards Support the CPU in the OES Executive Office by assisting program offices with their development and design of new assistance awards (grants, cooperatives agreements of selected Foreign Assistance, Public Diplomacy and Diplomatic Engagement Programs). Advises offices how to process and prepare grant packages and to monitor foreign assistance and diplomatic engagement program implementation. Works with the relevant office to launch new Notices of Funding Opportunities (NOFOS) and facilitates review panel for targeted programs. Drafts Inter-Agency Acquisition Agreements and Memorandum of Understandings with key government agencies, in collaboration with relevant program offices and regional bureaus. Supports panel reviews resulting from open competitions and sole sources ensuring a transparent and accountable selection process. Strategic Planning As needed, provides support to the CPU strategic planning exercises that include the Operational Plan and the Performance Reports. As needed, provide support to Bureau's new initiatives such as Global Health worldwide. Program and project Management Administration As needed, provides guidance during the planning and implementation phases of bureau targeted programs and emphasizing best practices in project management. Assist in the development of internal procedures to streamline processes to support project and financial management procedures and reporting requirements in OES. Provide recommendations to the strengthening of the CPU sharepoint in collaboration with the CPU team and assist in providing training as needed. Coordinate with program offices in the formulation and clearance of Congressional Notifications in consultation with the bureau legal advisor. Advise OES technical officers in program planning, design and implementation Monitor compliance with reporting requirements in selected program portfolio. Process payments for grantees within portfolio, in coordination with program offices and grants officer who approve payments. Work and coordinate with the relevant offices to initiate the formal close-out of expired awards in coordination with the budget office. Work and coordinate with the relevant offices in the reclassification of foreign assistance funding that results from deobligation and close-outs of grants, cooperative agreements, and interagency agreements. This work is accomplished in consultation with the program officer, grants officer, legal advisor, and the OES financial officer to repurpose these funds. Respond to specific request for information on foreign assistance in targeted programs. Communications Supports the development of communication strategies to disseminate new policy requirements to effectively streamline procedures in the Bureau. Maintains documentation and audit trails of past plans, policies, and decision-making activities to provide for organizational continuity. Training and Briefings Supports workshop training exercises and briefings to disseminate information about foreign assistance process. Coordinates briefings on procurement with department senior managers and drafts talking points for office management. Supports annual oversight meetings with bureau senior management to review the status of programming, lessons learned, best practices and future planning in selected portfolio. Support analysis of bureau training needs on foreign assistance programs. The contractor shall have the following skills: Experience in program administration, operating procedures, oversight and monitoring. Knowledge of laws, rules, policies, and regulations regarding administration of grants. Excellent written and oral communication skills in English to prepare and present analysis, to provide recommendations and technical advice on proposals, and participate in meetings and discussions. Excellent organizational skills and multi-tasking abilities. Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment. Good facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications. Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources The ability to plan, organize, and prioritize multiple assignments with tight deadlines that often require coordination with other organizations. The ability to communicate effectively, both orally and in writing, to provide information and assistance, prepare correspondence and reports, explain policies and procedures, participate in meetings, and The ability of solve problems effectively in a timely manner.
