The primary role for the Logistics Specialist 2 position is to provide logistical support to include receipt and distribution of supplies, management of supply and demand to determine stock levels to sustain the daily needs of the laboratories.  Manage entire warehouse inventory and issues supplies by first-in first-out (FIFO) method of distribution. Manage quality control and necessary quality control functions with environmental monitoring of storage locations to include refrigerators and freezers and other laboratory equipment and instrumentation, when directed. Assist in the Biomedical Maintenance and repair of equipment and facilities by planning maintenance schedules and assisting vendor's accession to the various laboratories in the building.This position will perform a variety of administrative, logistical management, contracting and budgeting responsibilities that provide continuity and efficiency of all technical and administrative laboratory support operations and procedures in the Division of Forensic Toxicology (DFT). Will act as the primary point of contact for the DFT as far as managing the maintenance and supply interface between laboratory operations and government procurement-resource management system.Critical Work Responsibilities:Reports to Director and Deputy Director of DFT as a single point of contact for planning, supervising and coordinating all administrative methods and processes.Performs planning and coordinates functions within AFMES to ensure DFT mission is not hindered by lack of resources and ineffective or inefficient operations management.Develops, coordinates, and directs all DFT administrative activities related to acquisition management, contracting and financial management.Provides augmentation support to government purchasing and resource management staff. Works closely with government counterparts to provide administrative, resource management and laboratory support.Conducts market research for supplies and equipment using web enabled and automated systems including internet, Defense Medical Logistics Supply System (DMLSS), DoD Electronic Catalog (ECAT), DoD Electronic Mall (EMALL), GSA Advantage, etc.Follows the Federal Drug Enforcement Agency (DEA) guidelines for procurement of lab testing standards; prepares DEA letters and customs forms for all import orders, and for any orders containing items on the DEA Schedule. Communicates regulations regarding narcotic purchases to the Logistics staff.Helps with for contract and procurement requests from initiation to completion with finalization performed by Federal government counterpart; preparation includes market research, obtaining quotes and basic understanding of techniques and technologies used in the labs. Tracks contract renewals and extensions; monitors contract performance and performs day to day contract surveillance.Provides administrative review and specification documents of requested supply and equipment purchases ensuring the maximum effort is applied within the DFT.Coordinates technical reviews with DFT subject matter experts and government personnel in order to complete timely purchase of major requests.Assist with submitting unfunded contract requirements when identified; ensures justification and prioritization of unfunded requirements are forwarded to Division of senior managers.Works with the contract authority for all contracts and contracted services within the DFT, guaranteeing contract compliance with all guidance, decisions, rules, and policies from higher authorities and all federal acquisition laws.Helps provide basic planning figures based on appropriations budgets and budget submissions as part of the overall budget submission process; compiles and summarizes budgetary data from accounting records, source documents and reports used to prepare budget estimates. Provides timely submissions for program and project t requirements for budget inclusion.Assists with accurately selecting and entering budgetary information from multiple revenue streams, including travel, reimbursable budgets, contract payments and program funds, ensuring expenditures are applied to the proper source, budget forms, schedules, and exhibits.Prepares financial reports to include status of funds and quarterly budget planning. Analyzes expenditures and purchasing data to provide routine budget guidance to senior managers regarding spending needs, trends, and shortfalls. Provides financial reports showing status of receipts, obligations and expenditures of funds.Works with DFT senior managers, through program reviews, to re-budget when required due to changes in program objectives, processes, staffing requirements, or other situations.Manages administrative requirements for all DFT property, instruments, and equipment.Maintains records of laboratory equipment repair requests, periodic maintenance, and completed repairs and installations.Provides technical and administrative support ensuring that all laboratory functions operationally, equipment and instruments are fully calibrated and functioning and that all instruments controls are fully maintained, safe and functional.Principal administrative liaison to AFMES support staff; maintains good working relationship with contracting, logistics, resource management and acquisitions staff.Provides professional advisory and assistance services to support and improve policy, decision-making, management and administration of the DFT.Uses various office automation systems and various software packages to accomplish work, including text editing, calendar, and suspense systems, and use of specialized tools in support of specific functions.Minimum Requirements: Must have high school diploma or equivalent, Bachelor of Science degree preferred.Minimum of two years of work experience in logistical or warehouse operations, inventory management, or maintenance support operations.Effective verbal and written communication skillsKnowledge of the programs of AFMES and the military services as they relate to the clerical and administrative functions of the organization.Knowledge of personnel, duties, priorities, commitments, and program goals of the DFT.Knowledge of safety procedures, guidelines, and regulations, and ability to safely handle hazardous materials.Knowledge and experience with Federal and State regulations governing transportation of dangerous/non-dangerous chemicals and hazardous materials.Experience using material handling equipment; forklift experience preferredComputer operations and web-based skills to perform in numerous environments to include LIMS, Excel, Word, and other applications.Must be able to successfully complete a National Agency Check with Inquiries (NAC-I).Ability to work independently on multiple tasks with minimal supervision.Possess personality traits and professionalism necessary to maintain team cohesion and to set a good working example.TO APPLY:Please submit a cover letter along with your CV.
