Summary The primary purpose of this position is: To serve as a Logistics Management Specialist providing effective planning, development, preparation, organization, and focus of wing programs that ensure continuity of operations and mission integrity during war, peacetime, and contingencies at Dover AFB and the 436th Airlift Wing. Responsibilities Assists in planning, organizing, and directing Operations Plans Section within Plans and Programs. Oversees wing/base agencies in the formulation of operations plans ( OPLANS ) to assure the wing's capability to meet and accomplishing peacetime contingency, wartime mission and/or executive order national mobilizations in support of national defense objectives or policy. Functions as Crisis Action Team ( CAT ) Executive Officer when the CAT convenes. Utilizes knowledge of wing and AMC plans to monitor the activities of the individual wing and group commanders and ensure the base emergency resource functions are effectively used during the emergency or contingency. Required to develop and modify the procedures used by the Commander's Senior Staff during emergencies, contingencies, and inspections to assure conflict resolution and improve operations. Performs as wing assistant manager for Operations Security ( OPSEC ) and Signature Management (SM). Assists in the implementation and maintenance of an effective wing OPSEC /SM program in support of HQ AMC , 18 AF, and wing mission sets. Plans, organizes, and oversees training, education, equipping, and inspecting of all wing personnel in support of OPSEC and SM requirements to ensure that no classified information is released to unauthorized personnel, and that classified information is properly safeguarded. Performs as alternate Treaty Compliance Officer ( TCO ) and alternate Foreign Disclosure Program Manager. Provides support for the 436 AW on all applicable treaties and other programs in accordance with agreements the United States of America has with other countries. Oversees programs IAW governing directives and policies. Coordinates with 436 AW organizations, as necessary, to ensure successful completion of tasks and compliance with all governing directives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management ( OPM ) Standards for Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes wing programs and OPLANS . Comprehensive knowledge of the missions, organizations, functions, and processes of all base organizations sufficient to coordinate and integrate requirements and capabilities into unified base plans. Knowledge of major issues, program goals, wing priorities, work operations, and managerial channels of wing organizations involved in contingency operations planning. Knowledge and skill in applying a high degree of analytical skills and evaluation techniques as applied to installation level planning for wartime, peacetime, and contingency operations. Knowledge of and ability to research issues and resolve planning problems associated with a variety of critical operational plans and circumstances. Knowledge and skill of applicable DoD and AF publications to provide effective OPSEC /SM support to the wing. Knowledge of logistics management information systems necessary for planning and executing contingency operations. OR EDUCATION : : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME -IN- GRADE ( TIG ) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE , SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of military, emergency or contingency planning principles, concepts, methodologies and planning directives, concepts, procedures, guidance, and policy to ensure a complete and accurate plan. 2. Knowledge of DoD and Air Force or equivalent, mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. 3. Knowledge of Logistics management information systems and operations, airlift operations, principles/characteristics, and installation organizations' functional responsibilities necessary to define proper responsibility for planning actions. 4. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. 5. Skill and ability to communicate effectively in oral and written communication methods and techniques to include ability to determine need for, development, and/or conduct classroom training and instruction for a variety of situations (e.g., briefings to senior leadership to typical classroom setting). 6. Skill and ability to work independently or as a team player to manage, organize and coordinate various program activities, tasks, and personnel, while using independent/critical thinking, and with familiarity with the administrative requirements of a military organization. PART - TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY : If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
