Working/Functional Title Law Enforcement Liaison
Position Summary Background In 2022, Michigan State University (MSU) received a $15M appropriation from the State of Michigan Department of Education School Aid Budget to increase school safety by supporting middle and high school students who are determined to be at risk of committing an act of targeted violence. The five-year project will draw on the expertise of a multidisciplinary team to provide evidence-based intervention, community consultation, education, and research to inform adolescent-targeted violence prevention policies and practices in Michigan.
Position Snapshot :
The Department of Psychiatry seeks a Law Enforcement (LE) specialist to work as a law enforcement liaison and threat assessment specialist. This individual will be responsible for overseeing all law enforcement collaboration with the Prevent 2 Protect Hub and regional teams. This community outreach endeavor is aimed at providing intensive individualized support to students, schools, and communities throughout the state. The LE liaison will provide expertise, consultation, and training as well as guide resource development in Michigan communities.
Position Summary :  
The law enforcement liaison will provide law enforcement expertise to the multidisciplinary Prevent 2 Protect team. They will be responsible for communicating with law enforcement entities, schools (SROs), and Behavioral Threat Assessment and Management (BTAM) Teams involved in the identification of high-risk youth in the five designated catchment regions. They will also provide the team with threat assessment, security, and criminogenic risk factor expertise to help in the development and sustainment of individualized care plans and advise the Prevent 2 Protect Hub and regional teams on all criminal, threat, and security issues. They will be responsible for reviewing, and evaluating resources, to develop and sustain individualized treatment programs for identified at-risk adolescents; as well as coordinating law enforcement resources to provide for the optimal collaboration between P2P and law enforcement, juvenile justice workers, SROs, and BTAM teams. The law enforcement liaison will aid the team in addressing law enforcement and security issues, resolving problems, and making specific suggestions for action. They will participate in daily meetings with the P2P team to provide support for each regional team as they manage at-risk adolescents. The LE liaison will provide community training, consultation and LE collaboration to aid the regional teams in identifying/securing threat assessment resources and services. They will assist program leadership in preparing presentations and reports for key stakeholders in compliance with federal and state rules and regulations.
This position is a hybrid position based in East Lansing. The position requires travel throughout Michigan to meet with regional team members and key stakeholders. The position is an off-date position funded through September 30, 2027, with the possibility of extension based on the achievement of project goals and the availability of grant funds.
Unit Specific Education/Experience/Skills Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in intelligence analysis, criminal justice or related field; one to three years of related and progressively more responsible or expansive work experience in overseeing intelligence data collection, analysis and strategy development; or an equivalent combination of education and experience.
