Why does the job exist? The New Mexico Department of Public Safety (DPS) Information Technology Division (ITD) is looking for a mission-oriented individual as an IT Application Developer Ill. This position is member of Application Bureau/Application Development Section and reports directly to the Application Development Supervisor. lTD is dedicated to the agency's mission of keeping New Mexico's public and law enforcement officers safe. This mission is a huge responsibility, but also a source of significant pride and job satisfaction. DPS ITD provides the time, resources and encouragement for it's staff to participate in ongoing training and mentorship. ITD enjoys a close working relationship with our partners such as the New Mexico State Police (NMSP), DPS Administrative Services Division, DPS Law Enforcement Records Bureau, the New Mexico Law Enforcement Academy, the DPS Forensic Laboratory and DPS Leadership. Crime and criminal activity are characterized by its unpredictable and volatile nature, which necessitates solid decision-making capabilities within policing. The projects we work on are innovative and technologically advanced to allow for informed and timely decisions for the agency and our law enforcement officers. The current advancements in technology make public safety and law enforcement one of the most exciting and rewarding areas to work. DPS is looking for a mission-oriented individual to serve as an IT Application Developer Ill that will independently perform the most complex assignments often requiring the development of new or improved applications, processes or techniques. This individual will create new applications utilizing the .Net/Angular Framework and will assist in migrating current applications developed with Oracle tools on an Oracle database into .Net/Angular applications utilizing a Microsoft SOL Server database. This position is integral in supporting one of the most complex organizations in the State of New Mexico. DPS consists of over 50 physical offices including the DPS headquarters, the NM Law Enforcement Academy, three forensic labs, three 911 communications/ dispatch centers, 12 NMSP district offices, and a significant number of permanent and transitory sub-stations in key locations throughout state including the Governor's Mansion. In addition to the physical locations, the organization consists of 650 NMSP patrol units, 1 helicopter and several mobile command centers. The network is accessed 24 hours per day 7 days per week with no tolerance for downtime by DPS civilian staff, NMSP, and all Law Enforcement Agencies to receive mission critical CJIS information and to access many other systems.
How does it get done? This position will: 1. Propose, conceptualize, design, implement, and develop solutions for difficult and complex applications independently with minimal supervision. Work on projects that may span a broad range of applications and/or require expertise in multiple technical environments and business areas. 2. Accountable for application security, validation, evaluation, and implementation. 3. Develop, execute, and document test plans. 4. Set up and maintain the development, test, and production environments. 5. Assess client needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes). Analyze client operations to understand their strengths and weaknesses to uncover opportunities for improvements. 6. Leads or participates in project planning processes. Creates and shares development estimates and operational requirements to enable accurate planning with realistic timelines. 7. Writes and communicates business requirements and functional specifications for the implementation of client solutions. 8. Review the physical design of existing systems for optimizing performance by conducting gap analysis, identifying feasible alternative solutions, and assisting in the scope of modifications. 9. Works closely with architects to ensure all systems are in line with ITD's long-term strategy. 10. Review technical design specifications developed by junior analysts/developers. 11. May work as a project or team lead and provide technical direction to other team members. 12. Mentor other application developers. 13. Participate in the identification of continuity/disaster recovery risks and mitigation plans. Assist in the development of disaster recovery plans with service providers. 14. Assist in the development of user guides and training documentation for systems. 15. Develop reports and presentations, as needed. 16. Engage in long-term strategic planning. 17. Utilize best practices.
Who are the customers? This position supports all of DPS including NM State Police, NM Law Enforcement Academy, NM Law Enforcement Records Bureau, NM Forensic Laboratory, DPS Administrative Services Division and the Office of the Secretary.
Ideal Candidate The ideal candidate will have the following knowledge and/or experience Excellent communication (both written and verbal) and interpersonal skills. Experience/Certifications in .Net/ Angular framework (User Interfaces, AP ls, best practices). Experience in Microsoft SQL Server and/or Oracle Databases. Experience in Project Management Methodology and project team participations. Ability to mentor peers. Minimum Qualification Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and four (4) years of experience in software programming. No substitutions apply for semester hours. Employment Requirements Candidates are subject to a national fingerprint-based record check, within 30 days of assignment. Continued employment is contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy. In addition, employment is subject to pre-employment and post-employment random testing, in accordance with all terms and conditions of federal and state law, rules and regulations in relation to alcohol and/or drug testing, and is conditional pending results. Selected candidate must possess and maintain a valid driver's license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certification within six (6) months of date of hire. Occasional overtime and travel may be required. Must have the ability to lift up to 50 lbs.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
