GENERAL PURPOSE Directs, administers, and coordinates the activities and functions within the Human Services Department. Performs high-level policy development and implementation. Works in a close confidential relationship with Elected Officials, County Council, and the County Manager. Serves as the appointed representative to UBHC for the Local Mental Health and Substance Use Authority.
SUPERVISION RECEIVED Works under supervision from the County Manager.
SUPERVISION EXERCISED Exercises supervision of Human Services staff.
EXAMPLE OF DUTIES Assess the need for Human Services in the community and allocates the resources to meet those needs.
Establishes policies and procedures for the operation of the Department including monitoring and evaluating Division performance, coordinating personnel, planning, budgeting, contracting, fiscal management, and service delivery.
Coordinates intergovernmental relations with local, State, and Federal government agencies that affect the Department.
Supervises staff, which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
Serves as a member of the County Manager's Executive Team and contributes to the administration's strategic plan and direction.
Directs and oversees the preparation, justification, and administration of the Department's budget.
Conducts administrative research or performs special administrative projects as directed by the County Council, prepares reports.
RECOMMENDED QUALIFICATIONS Education and Experience:
Master's degree from an accredited college or university in Social or Behavioral Science, Business Administration, Public Health, or other closely related field, plus 5-7 years of related experience of which 3 years must have been supervisory or administrative. Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities.

An equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience. Preference given to applicants with government and private Human Services Experience. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles of fiscal management and budget administration. Expertise with public administration principles, practices, and leadership as well as personnel management and supervision. Understanding of principles and practices of public relations and outreach. Knowledge of current literature, laws, regulations, and trends relating to Human Services. Awareness of the organizational and operational workings of Federal, State and Local governments. Experience with handling contracts and grant management as well as an understanding of principles, methods, and techniques of long-term planning and strategy development.
Ability to deliver leadership and organizational management within the Human Services Department as well as having influence to direct and coordinate the work of multiple agencies and bureaus. Skill in establishing effective working relationships with public officials, public and private agencies, and the general public. Capable of developing, implementing and enhancing departmental policies and procedures. Proficient in interpreting and applying complex laws and regulations. Proven talent for communicating effectively both verbally and in writing with the ability to speak in public and conduct public meetings. Ability to work under pressure and handle high stress situations and multiple deadlines. Established track record of planning, organizing, prioritizing, and implementing projects within time and cost requirements.
