The Transactions Unit works on a wide variety ofpersonnel and payroll related tasks to support represented, excluded, Career Executive Assignment(C.E.A.), and exempt staff across multiple customer departments. This is a great opportunity to gainbroad payroll and benefits experience while supervising a small team!
Under direction of the Staff Services Manager III (SSM III), the Staff Services Manager I (SSM I)is responsible for planning, organizing, directing, supervising, training, and evaluating a staff ofSenior Personnel Specialists responsible for the full range of personnel, payroll, and benefittransaction functions within the CalHR HRO. The HRO providespersonnel and payroll services for CalHR, State Personnel Board (SPB), GovernmentOperations Agency (GovOPS), Office of Digital Innovation (ODI), Cradle to Career (C2C), theLieutenant Governor's Office (LTG), and the California Citizens' Compensation Commission(CCCC). The SSM I must maintain cooperative working relationships with staff as well as otherdepartmental employees, must respond appropriately to difficult situations, must recognizeemotionally charged issues or problems, and must facilitate effective solutions. The incumbentwill demonstrate a commitment to provide quality service that is accurate, timely, and exceeds our customers' expectations. You will find additional information about the job in the .

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience as a supervisor, lead person and/or with training lower level staff and developing or revising training materials Experience developing, implementing, and/or streamlining personnel services processes including, but not limited to: onboarding and offboarding, retirement, timekeeping, benefits administration, etc. Experience in human resources-related work Experience working with control agencies: SPB, CalHR, SCO, CalPERS Experience analyzing situations and adopting effective course of action Experience with and ability to research, interpret, and apply Personnel State laws, rules, regulations, bargaining unit provisions, as well as departmental policies and procedures and develop or re vise  policies and procedures Ability to work cooperatively with others Ability to exercise excellent judgment Ability to communicate effectively and professionally both orally and in writing when dealing with the public, employees, and staff at all levels of an organization Ability to motivate staff Ability to demonstrate a positive attitude and a commitment to provide quality service that is accurate, timely, and exceeds our customers' expectations Ability to create and promote an equitable and inclusive workplace where diversity is celebrated and valued Demonstrated ability to maintain confidentiality of sensitive personnel-related work Knowledge of and experience performing human resources functions, including payroll, time recording, and benefits Detail oriented and organized, with the ability to multi-task and handle shifting priorities Computer proficiency, including various software programs including Microsoft Office suite, SCO, and CalPERS Benefits Benefit information can be found on the CalHR website and the CalPERS website.
