MINIMUM QUALIFICATIONS Any combination of experience, education and training that would likely provide the required knowledge and abilities is qualifying. A typical combination would be the following: EDUCATION: Graduation from high school supplemented by college-level course work in business administration, human resources, secretarial science, or a related field. EXPERIENCE: Two years of personnel-related experience involving frequent public contact. LICENSES AND OTHER REQUIREMENTS: Possession of a valid California Class C Driver License. Use of an automobile may be required for this position. Insurance Requirement: Evidence of adequate insurance for a motor vehicle that meets or exceeds the California legal liability insurance requirement and continues to maintain insurability throughout employment in a position in this classification. TECHNICAL PERSONNEL DUTIES: Plans, organizes and participates in a variety of technical personnel duties and assist in the administration of a comprehensive and diversified personnel program for classified employee; resolve personnel-related issues and concerns with discretion and confidentiality; assists with planning, organizing and implementing the employment process for classified employees in compliance with Merit System regulations; provides information to supervisors and employees regarding compliance with Merit System rules; interprets and explains District rules, regulations and policies; prepares vacancy announcements and distribute according to established procedures; places ads in appropriate publications or recruitment sources; plans and implements recruitment activities. prepares narrative and statistical reports for District and other agencies; prepares and maintains a variety of records related to assigned responsibilities; establishes, audits and maintains a variety of personnel files and records with discretion according to established procedures, policies, rules and regulations; prepares notices of employment and change of status for payroll action; prepares packets and advise panel on compliance with merit System principles, uniform guidelines, fair competition and related standards; creates eligibility list; oversees the development of eligible lists; distributes certification form to appropriate manager; oversees District awareness of and compliance with rules governing eligibility lists; maintains confidentiality of eligibility lists; reserves testing locations; computes test scores; adjusts seniority dates according to established guidelines; administers proficiency tests for instructional assistant applicants in the District; coordinates interview appointments with eligible candidates and site administrators; coordinates classified substitute assignments; recruits and selects classified substitute staff; prepares and explains employee paperwork, fingerprint information and physical paperwork; follows-up for complete clearance on fingerprints, physical and other pertinent employment information; establishes start dates; prepares and explains authorization to employ forms and other information; provides information regarding vacation days, sick days, benefits and other District rules and regulations; performs a variety of duties related to the Human Resources Information System including running routine and specialized queries and generating reports from the human resources database; synthesizes, reports and performs preliminary analysis of HR database information; identifies and develops new processes and procedures to increase the efficiency, effectiveness, and/or timelines of the database; audits specific areas of the database as necessary; solves individual or systematic database problems; performs routine maintenance of the database; assists HR Analyst in conducting classification and compensation surveys as needed. COMMUNICATION: Communicates with administrators and directors regarding the requirements of classifications; communicates with employees and administrator regarding job placement; communicates with employees regarding job availability, and other personnel matters; participates in or oversees lateral transfers of employees; notifies applicants of selection or non-selection and status following recruitment processes; responds to questions from applicants regarding the recruitment and selection process; notifies candidates regarding test result and ranking; responds to protests by examinees and refers to appropriate personnel; contacts internal and external sources to secure panel members; contacts candidates selected for employment; operates a computer, assigned software and other office equipment as assigned; operates an assigned fingerprint machine; drives a vehicle to various sites to conduct work; performs related duties as assigned; works as a team with other staff; attends and participates in a variety of trainings, meetings and workshops to maintain current knowledge, which includes developments in the field of human resources. RECRUITMENT TYPE: OPEN Anyone can apply. CERTIFICATION TYPE: OPEN Qualified candidates, or Eligibles, who pass all testing stages will be placed on one eligibility list. EXAMINATION PROCESS The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written knowledge test, hands on/performance test, structured panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list. Requests must be signed by your medical doctor, school psychologist, or learning consultant as appropriate and must be on provider letterhead and contain an actual signature. EXAM PROTESTS Protest of any part of the exam process must be in writing and submitted to the Personnel Director no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service. ESTABLISHMENT OF ELIGIBILITY Candidates who are successful in all screening and testing stages will be placed on an eligibility list. The eligibility list created from this recruitment will expire after six (6) months. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change. SELECTION PROCESS Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than three (3) times. OFFERS OF EMPLOYMENT Official offers of employment are ONLY made by the Anaheim Union High School District Human Resources, Classified Office. ADVANCED STEP PLACEMENT All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from Human Resources. Requests for advanced step must be submitted in writing to the Human Resources office before the employee's first day of work. Approval will be based on the following criteria: A) Additional qualifying experience beyond that required for entry into the class. B) Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class. C) Evidence of currently receiving a salary greater than the first step of the salary for the classification.
