General Description: Performs human resources management work. Administers and assists with the administration of human resources management programs to ensure compliance with state and federal laws and regulation.
Job Duties: Ensures adherence to applicable state and federal laws and agency policy and procedure. Administers employment testing. Keeps associated records in compliance with State and Federal law. Develops, updates, and maintains human resources information on agency intranet and internet job site. Prepares and organizes documents for interviews, new employee orientation, and personnel files. Processes and tracks paperwork for new hires and separating employees. Compiles and enters data for databases, summaries, reports or tracking purposes. Maintains human resources information systems (HRIS). Ensures databases and spreadsheets are accurately maintained. Develops, updates, maintains, and distributes accurate employee lists such as contact lists, databases, organizational charts, staffing reports, and administrative memorandums. Performs accessibility (using Adobe Pro) for human resources documents posted on websites. Responds to inquiries from applicants, staff, and public. Prepares purchase orders, supply requisitions, and maintain division subscriptions. Prepares and distributes retirement and service awards. Maintains personnel files, document imaging, and other confidential filing and information systems. Responsible for records retention schedule compliance. Copies and distributes information such as correspondence, reports, forms, and documents. Assembles and mails information. Assists with preparation and revision of job descriptions and compliance with the Position Classification Act. Assists with timekeeping and leave accounting activities including assisting employees with policy and system questions, auditing time records, running reports and queries, and troubleshooting HRIS systems. Performs other duties as assigned. Minimum Qualifications: Graduation from an accredited four-year college or university with major course work in human resource management, public/business administration, or a related field. Full time human resources related work experience may substitute for the education requirement on a year for year basis. A graduate degree in human resource management, public/ business administration, or job-related field may substitute for an undergraduate degree that is not HR related. Human Resources Specialist II: Two (2) years of work experience performing human resources or related work.
Human Resources Specialist III: Three (3) years of work experience performing human resources or related work.
Preferred Qualifications: PHR or SHRM-CP certification Experience with CAPPS HR/Payroll Experience with CAPPS Recruitment State of Texas HR experience. Knowledge, Skills, and Abilities: Knowledge of the principles and practices of human resources management; human resources programs such as employment, compensation, classification, employee relations and engagement, benefits, workers' compensation, workforce planning, or organizational development; and federal, state, and local laws and regulations governing human resources activities. Skill in oral and written communication; in conducting interviews; in using a computer and applicable software, including human resources-related applications; in problem solving; and in prioritizing and handling multiple tasks. Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the general public; and to communicate effectively. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copiers, printers, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
