The HR Program Manager works collaboratively with the HR team to create and distribute internal city-wide employee communications content and to develop and maintain a variety of HR program resources. This position also supports core HR business in the Labor Relations team.
This position identifies opportunities for improved messaging and documentation that enhances the employee experience at all levels. The Program Manager will be part of reviewing, documenting, and enhancing HR's internal practices and procedures.
We are seeking an HR professional with strong communication skills and excellent attention to organization and detail. An understanding of core HR programs and best practices will best serve this position to readily impact the HR team and the city organization. Prior human resources experience in (or previous exposure to) the public sector labor relations is a plus but is not required. Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Build and maintain a strong knowledge of the Boulder organization, as well as Human Resources services, programs, and priorities, and translate that knowledge into strategic communication plans that drive employee understanding and engagement. Support the organization's Human Resource- related communication needs—including routine and ongoing messaging, cyclical HR campaigns, and city-wide programs and special initiatives. Develop clear and compelling messages for employees and people managers—considering the variety of employee types, workplace environments, and technology access—and recommend approaches to new campaigns. Perform updates and develop content for the city's intranet (). Build productive and trusting relationships in HR and with the Communications and Engagement Department to support thoughtful and strategic communications for employees. Maintain the HR Communications Calendar. Collaborate with all HR teams on needs for internal resources and resources for employees and people managers. Develop procedure and program resources for organizational stakeholders, such as How-To Guides, Standard Operating Procedures, Technical Guides, Swimlanes, etc. Verify business processes for resource documentation, develop templates, and make recommendations on process improvements. Support the effective integration of HR processes, programs, and practices into daily operations. Maintain HR's Policy Tracker and assist in updating personnel policies related to change in city practice as well as new or revised state and federal laws. Create and update databases and tracking mechanisms HR Team resources. Provide support to HR team new program or service implementations. Perform miscellaneous job duties as assigned. MINIMUM QUALIFICATIONS
Knowledge of Human Resources practices, procedures, policies, employment laws, and regulations. Knowledge of best practices, platforms, and formats for internal communications. Skill in developing compelling and cohesive written communications. Skill in critical thinking and creative approaches to problem-solving. Ability to analyze data and synthesize complex information into reports, narratives, or visual presentations. Ability to manage competing priorities in a fast-paced environment and to drive achievement of team objectives. Ability to develop positive, productive relationships—cultivating mutual respect and trust. Have and maintain acceptable background information, including criminal conviction history. PREFERRED QUALIFICATIONS
One (1) to two (2) years' experience in a public sector or local government organization. Experience in process improvement or project management. REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Human Resources, Communications, Business Administration, Public Administration, or a related field from an accredited institution. At least three (3) years of professional HR experience. SHRM-CP or PHR certification desired, or ability to obtain within one (1) of hire date. SUPERVISION

WORKING CONDITIONS AND REQUIREMENTS
Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.
