We are seeking an HR Manager for a temporary role based in Lewisville, Texas. This position will play a critical role in overseeing and expanding HR functions within the government sector, especially in public transit, adhering to Federal Transit Administration (FTA) standards. This is a dynamic opportunity to contribute significantly during a period of growth from 30 to 120 employees, perfect for an individual with a strong background in HR management within the public or government sector.
Responsibilities
Ensure public transit HR operations are compliant with FTA standards, with flexibility for remote work arrangements.
Develop and enforce Equal Employment Opportunity (EEO) practices according to FTA guidelines.
Strategically manage workforce expansion, maintaining eligibility and compliance for the EEO4 program.
Create and implement FTA-compliant HR policies and employee handbooks.
Maintain robust employee relations within a unionized environment.
Expertly manage HR systems and software, including ADP Financial Services, ADP Workforce Now, ATS, Ceridian, and About Time.
Administer benefits and oversee compensation programs.
Uphold adherence to all pertinent legal and regulatory HR requirements.
Resolve complex employee relations issues effectively.
Qualifications
Minimum of 7 years of HR experience, preferably in the government sector.
Proficiency in ADP Financial Services, ADP Workforce Now, and other HRMS tools.
Experience with Ceridian and familiarity with ATS software desirable.
Demonstrated ability to manage compensation and benefits.
Strong compliance orientation within HR contexts, including EEO and FTA guidelines.
Excellent interpersonal, communication, and leadership skills.
Bachelor's degree in Human Resources, Business Administration, or a related field.
Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.
High ethical standards and the ability to handle confidential information discreetly.
Proven analytical and problem-solving abilities.
Competence with Microsoft Office Suite and capability to adapt to new systems.
Capable of thriving in a fast-paced, deadline-sensitive environment.
