Job Description and Duties The Associate Governmental Program Analyst (AGPA) serves as the Human Resources Coordinator and independently performs the more responsible, varied, and complex technical analytical assignments in the Office of Professional Development & Engagement (OPDE), Administrative Operations Unit (AOU). The AGPA is responsible for activities related to OPDE personnel, hiring, onboarding, attendance, and timekeeping; serves as a Coordinator for the Common Law Employee (CLE) Program and facilitates employer and employee CLE determinations for non-civil service personnel ; serves as a Telework Liaison and is responsible for coordinating all activities related to the CDPH Telework Program.

All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Minimum one year of experience working in a human resources organization in the public or private sector. Minimum one year of experience with recruitment, onboarding, benefits, and other human resources related activities. Minimum one year of experience scheduling, coordinating and assisting with planning and coordinating meetings, events, and activities. Ability to analyze and assess issues related to human resources and effectively communicate and assist to resolve issues. Knowledge and skills to develop and evaluate feasible alternatives; analyze data; and present ideas and information effectively both orally and in writing. Ability to work independently and ensure deliverables are completed accurately and timely . Proficiency with Microsoft software, including Word, Excel, Word, Outlook, PowerPoint, and Teams.
