Responsibilities
• Identify opportunities to streamline HR processes and increase overall efficiency.• Implement best practices and innovative solutions to enhance workflow.• Effectively communicate sensitive information to staff, demonstrating a high level of discretion and confidentiality.• Foster a culture of open communication and transparency within the HR department.• Utilize advanced skills in recruitment platforms to attract, assess, and hire top talent.• Collaborate with hiring managers to develop and implement effective recruitment strategies.• Possess experience with HRIS systems, preferably Workday, to streamline data management and reporting.• Mentor and develop HR manager, fostering a high-performance culture.• Provide guidance on complex HR issues and support professional growth.• Oversee high-level personnel issues, ensuring compliance with state policies and federal standards.• Develop, revise, and enforce HR policies and procedures for consistency, efficiency, and effectiveness.• Develop and implement HR strategies that align with the agency's overall business objectives.• Design and implement comprehensive training and development programs to enhance employee skills and competencies.• Identify opportunities for professional growth and succession planning.• Ensure compliance with all local, state, and federal employment laws and regulations.• Regularly update and communicate HR policies and procedures.• Develop and implement initiatives to enhance employee engagement and satisfaction.• Conduct regular surveys and assessments to gauge employee morale and make data-driven recommendations.
Requirements
• Bachelor's Degree in Business Administration, Public Administration, Public Health, Community Health, Accounting, Human Resource Management, industrial or Labor Relations, and ten (10) years of progressive HR experience. Five years of supervisory experience.• OR• Master's degree in Business Administration, Public Administration, Public Health, Community Health, Accounting, Human Resource Management, industrial or Labor Relations, and eight (8) years of progressive HR experience. Five years of supervisory experience.• Must have SHRM-CP certification or equivalent.
