The Office of Children, Youth, and Families (OCYF) ensures fulfillment of the Colorado Department of Human Services mission and goals to promote safety, permanency and well-being for the children, youth and families served by the Division of Child Welfare (DCW), the Division of Youth Services (DYS), and the Division of Community Programs (DCP), in addition to supportive functions of legislative and judicial liaison, the Colorado Implementation Science Unit, Communications, and Medical Oversight. OCYF is responsible for policy development, services provision and coordination of efforts to improve the lives of Colorado residents by promoting supportive, quality and effective services. CDHSCareers This position exists to provide oversight and professional support for the Office of Children Youth and Families programmatic staff and leadership to maximize talent acquisition, staff development, and retention of OCYF programmatic staff through effective collaboration with CDHS Human Resources Subject Matter Experts ( HR SMEs) including but not limited to Job Evaluation, Talent Acquisition, Compensation, Employee Engagement, and Employee and Labor Relations. This position is responsible for tracking and monitoring the OCYF responsibilities relating to HR activities, solving problems, and coordinating with Human Resources and OCYF programs to remove barriers or inefficiencies that may arise. The position proactively plans and coordinates all aspects of the programmatic responsibilities so that timely execution of HR processes is achieved. The position works collaboratively with DCW, DCP, and OCYF leadership and Human Resources to ensure the support needed is identified and delivered through a process that also tracks and triages activities to identify and manage the greatest workforce priorities. This position is required to set goals and report process and outcome data to both Office and Department leadership on an ad hoc and regular basis. This position utilizes existing technology and databases to effectively manage and process OCYF HR actions and processes to ensure completion of tasks.
This position ensures a positive onboarding and offboarding experience through proactive and timely communication with HR SMEs and effective management of position databases. This position is expected to identify opportunities for improvement in OCYF Programmatic staff recruitment services, onboarding and offboarding processes, and retention of existing OCYF programmatic staff working with the OCYF Leadership Team and the HRM SMEs. Additionally, this position collaboratively consults with the OCYF programmatic staff and leadership and HR SMEs to recommend strategies for identifying and recruiting potential candidates. The position identifies vacancy trends and establishes interviewing criteria in collaboration with the OCYF programmatic staff leadership and HR SMEs. This position functions as the resource for and communicates as needed with candidates and HRM SMEs regarding the OCYF Programmatic Staff position's roles/responsibilities. Job Duties: Serve as the liaison between OCYF programmatic staff and Human Resources by overseeing, tracking, and developing processes for OCYF programmatic HR staffing activities.  Responsible for reviewing, interpreting, disseminating, and/or implementing program-specific HR policies and procedures related to staffing logistics for division leadership and the office directors. Responsible for the development and implementation of internal Office processes to streamline and improve efficiency in the program's execution of its responsibilities in the areas of position descriptions (PDs), recruiting/selection, new hire onboarding, offboarding data management, retention, employee and labor relations, employee engagement and professional development. Manages processes and develops OCYF programmatic guidelines and standards of the activities of the hiring authorities to ensure Office programs are hiring quality candidates. Works closely with CDHS human resources to ensure compliance with State policies. Under the guidance of HR SMEs and OCYF Appointing Authorities, leads OCYF position description updates and maintenance. Provides and maintains OCYF programmatic staff organization charts and other key information to facilitate the understanding of position requests. As directed by OCYF Appointing Authorities and hiring managers work with the Job Evaluation and Compensation unit in wage and other compensation studies for program-specific jobs that are conducted by HR compensation staff. Acts as OCYF programmatic staff liaison and assists HR with communicating process changes and updates throughout OCYF. Attends and participates in HR information meetings and trainings. Designs, coordinates, and conducts information/training sessions concerning OCYF HR activities and processes and tracks participation. Creates a welcoming environment for new hires to maintain workforce unity. Other duties as assigned In order to meet the minimum qualifications for the position a candidate must meet at least one or more of the following:
Option 1: Six (6) years of professional experience in human resources (employee relations, labor relations, performance management, compensation and benefits, HR compliance, organizational development, employee development, talent acquisition, and/or change management, etc.) Option 2: A bachelor's degree from an accredited institution in Human Resources, Business Administration, Public Administration, Sociology, Psychology, or another field of study closely related to the duties of this position AND two (2) years of professional experience in human resources. Allowable substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.  Additional appropriate education will substitute for the required experience on a year-for-year basis. Preferred Qualifications: Master's degree in Human resources Proficiency using basic computer software and email   Exceptional customer service skills; Ability to work in a fast-paced environment; Ability to work as a member of a team, including communicating with peers and other professionals within and outside the agency to ensure timely completion of work projects; Conditions of Employment: A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Additionally, you will be required take a drug screen.  Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
