PAY AND BENEFITS Annual Pay Range: $62,238.59 - $78,974.69
Hourly Pay Range: $31.917226 - $40.499840
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Management Analyst 1.

JOB DETAILS AND QUALIFICATIONS We seek a highly motivated individual to fill the role of Housing Services Liaison for our Housing Services team within the Housing and Community Development Division (HCDD) and Housing Authority of Clackamas County (HACC).
In this dynamic role, you will be the primary point of contact, fostering relationships across various housing services teams within HCDD and external stakeholders. Drawing upon your in-depth knowledge of Coordinated Housing Access (CHA) and rental assistance programs policies and procedures, you will navigate complexities such as Homeless Management Information System (HMIS) reporting, Project Based Vouchers lease-ups, and supporting with landlord recruitment.
Your responsibilities include developing processes and guiding their implementation, ensuring effective communication and training on new housing programs and resources. You will conduct Quality Control reviews, generating insightful housing services data reports to identify performance issues and make informed recommendations for improvement.
Beyond these tasks, you will be pivotal in providing essential assistance with Landlord Services duties, and offering support and coverage for rent assistance teams when necessary. Your proactive approach will enable you to anticipate challenges and address them effectively, ensuring the seamless operation of our housing services.
In addition to your primary responsibilities, you will collaborate closely with the Housing Services Manager on administrative, management, and financial analyses. You will be instrumental in coordinating workflow, analyzing statistical data, and conducting cost-benefit analyses. Your ability to interpret policies, rules, regulations, and requirements from internal programs and outside agencies will maintain compliance and drive operational efficiency.
Furthermore, you will facilitate various meetings, representing management and ensuring effective team communication. Your role in coordinating, scheduling, and summarizing meetings will contribute significantly to the division's success.
Required Minimum Qualifications/ Transferrable Skills:* A minimum of three (3) years of related experience in housing assistance programs, social services, community development, or a related field that would provide the required knowledge and skills to perform the responsibilities of this position A minimum of one (1) year of experience with data analysis and reporting A minimum of one (1) year of experience interpreting and/or applying policies, regulations and requirements pertaining to human services or public benefits programs (i.e. public, subsidized or low-income housing programs, homeless programs, Veterans programs, Medicaid, Supplemental Nutrition Assistance Program, etc.) Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy. Must pass a criminal history check which may include national or state fingerprint records check Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Experience working with vulnerable populations including seniors, persons with disabilities and low income households; Lived experience in housing instability, homelessness, or other institutional marginalization and/or working with people experiencing homelessness; Experience, working with a HUD rental assistance program and/or Public Housing program; Proficiency in specialized software or tools commonly used in housing services, such as HMIS (Homeless Management Information System) software, GIS mapping tools, Yardi or other housing management databases; Proficiency in key concepts related to Equity, Diversity, and Inclusion, and commitment to leading with these values; Experience with data analysis and reporting; Proficient in interpreting policies, regulations, and requirements pertaining to housing programs, with comprehensive knowledge of program policies, regulations, and procedures; Possesses strong organizational, problem-solving, communication, and interpersonal skills; or Ability to work independently and as part of a team. TYPICAL TASKS Duties may include but are not limited to:
Assist Housing Services Manager in administrative, management, and financial analyses, including coordinating workflow, data analysis, and measuring program effectiveness. Develop, update, and revise policies and procedures to improve processes and ensure compliance. Coordinate, schedule and facilitate various meetings, representing management as needed. Analyze and recommend improvements to administrative office procedures and workflow processes. Track and share data across workgroups within the Housing and Community Development Division. Provide staff support for internal and external workgroups, including meeting coordination and report development. Plan and implement training for internal and external partners. Conduct Quality Control of Housing Assistance contracts and coordinate with landlords and staff for compliance. Lead special projects involving research, data analysis, budget projections, and coordination of information. Train, schedule, and may lead support staff, ensuring quality assurance compliance and participating in hiring. WORK SCHEDULE This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
