Description of Job About the Work Unit
The Colorado Department of Transportation (CDOT) is looking for a Highway Maintenance Supervisor (LTC Operations I) position that is located in Kremmling. As the LTC Operations I, you will develop, implement, monitor, and supervise maintenance operations in your area and budgets relating to these activities. This position must maintain operational readiness for weather events and other emergencies and may be placed on call.
About the position
This position exists to provide safe travel for the traveling public using preservation techniques to extend the life of CDOT's assets through asset management and understanding asset conditions. This position implements and has direct control for planning, developing, scheduling, initiating, administering, and managing the maintenance and operations for all the major activity groups of the Maintenance Management System for an assigned geographic area consisting of multiple maintenance patrols. This position makes decisions to plan, develop, administer, and manage programs, guidelines, rules, standards, budgets, personnel, equipment, buildings and grounds, contracts, rest areas, and emergency response incidents. This position must evaluate situations, interpret and initiate processes and procedures, and initiate changes, particularly in emergency conditions and unique situations or circumstances.


As a manager, this position conducts performance management, provides mentoring and training for patrol supervisors and members, and communicates information between management and employees. This position works closely with other CDOT units and outside agencies to plan for and respond to maintenance issues. This position acts as Incident Commander for a variety of emergency situations. All duties are performed with a safety consciousness and the goal to provide exceptional internal and external customer service. This position must continually learn and develop job knowledge to keep up with changes in procedures, technology, and priorities. This position must maintain operational readiness for snow events and other emergencies and will be placed on call.
Major duties and responsibilities include, but are not limited to: Provide safe travel for the traveling public using preservation techniques to extend the life of CDOT's assets through asset management and understanding asset conditions;
Responsible for the planning, developing, scheduling, initiating, administering, and managing the maintenance and operations for roadway surfacing, roadside structures, roadside appearance, traffic services, structure maintenance, snow and ice control, material, equipment, buildings, and tunnel activities;
Determine the overall work plan and expectations for assigned area; maintain a broader perspective of maintenance activities, including safety, environmental awareness, resources, timing, budget, etc.;
Evaluate situations, interpret and initiate processes and procedures, and initiate changes, particularly in emergency conditions and unique situations or circumstances;
Work closely with peer area supervisors, other CDOT units and outside agencies to plan for and respond to maintenance concerns;
Act as Incident Commander for a variety of emergency situations;
Perform all duties with a safety consciousness and the goal to provide exceptional internal and external customer service;
Maintain operational readiness of equipment and personnel of 90% or greater for snow events and other emergencies; may be placed on call;
Oversee large, complex maintenance projects that involve multiple patrols and provide technical guidance on activities performed;
Forecast future needs and challenges, develop a plan to address, and communicate that plan with personnel;
Train others and use computer software and CDOT programs to enter/approve data and information in order to complete email, paperwork, reports, work orders, time sheets, fuel logs, supply orders, meter readings, weekly updates, accident reports, etc.;
Supervise and manage personnel; conduct performance management; provide mentoring and training; safeguarding and handling sensitive employee information; communicate information between management and employees;
Represent CDOT, educate and/or justify departmental positions on various issues through communications, meetings, project reviews, with cities, counties, community groups, etc.; respond to citizen complaints;
Other job duties as assigned.

Work Environment: Frequently responds to emergencies outside regular work hours including weekends and holidays
Travel required during work hours throughout the Region and Metro Denver, including some overnight travel
Approximately 30% of time is spent in the office, while 70% of time is spent in the field
Required to operate CDOT vehicles
Required to work in close proximity to heavy traffic
Required to work in extreme temperatures and weather conditions for long periods of time
The average work week is 40 hours a week, with periodic overtime due to emergencies or inclement weather
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications At least four years of road/highway maintenance experience, including at least two years as a unit supervisor equivalent to the level of a CDOT Transportation Maintenance Worker III. (See descriptions below.)

E xamples of road/highway maintenance experience: repairing potholes; performing asphalt or concrete paving operations; operating heavy equipment such as bulldozers, motor graders, backhoes, front end loaders and other heavy equipment to repair and/or maintain roads; maintaining right-of-way fences; performing street striping and marking; performing mechanical mowing along the roadside (e.g. handheld weed eater up to a 15' rotary mower); performing bridge; roadside ditch and culvert cleaning and maintenance; installing and/or maintaining roadway signs or guardrail; operating mechanical sweepers; conducting traffic control; or performing mechanical snow removal (gator up to a tandem truck).



Examples of supervisory responsibilities: responsible for supervising at least three full-time employees in all of the following areas: conducting performance goals and reviews, approving leave and timesheets, providing input for personnel actions (e.g. hiring, promoting, separating), applying standard operating procedures, assigning tasks, prioritizing work, identifying and gathering resources to complete tasks, checking work product, dealing with emergencies, conducting safety checks.

Must possess and maintain a valid Colorado Commercial Driver's License Class A or B with no restrictions on air brakes. May be required to pass a controlled substance test (i.e., drug test), and DOT physical through our medical provider. May be required to obtain a Hazardous Materials endorsement within 6 months to 1 year as a condition of appointment. Must be willing to respond to emergencies outside regular work hours and work overtime including weekends and holidays. On call Shift work Must provide the supervisor with a telephone number where you can be reached for the purposes of responding to an emergency. Essential Services Designation – Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.
May be required to live within thirty (30) minutes' driving time in normal weather conditions to be able to respond in a timely manner after being notified to report to work. Knowledge of an emergency or hazardous condition may be considered to be notification to report to workstation.
Must provide the supervisor with a telephone number where you can be reached for the purposes of responding to an emergency.
Veteran employees are required to attend training one week out of each year in Aurora.
