Functional Accounting Supervisor (multiple specialties) Location Olympia, WA : Description Please note: Based on the compensation range we are advertising the starting salary offer will be determined based on the successful candidates' qualifications within the budgeted salary range of $110,004 - $135,000 annually. However, there is ability for longevity growth and progression in salary for the individual once employed. Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. The One Washington Team's main objective is to modernize and enhance outdated technology systems that state agencies have used for decades without much improvement — such as the state's core finance, procurement, budget, and human capital management functions. This project will help bring Washington into the present and prepared for the future with live and on-demand data. As a Functional Accounting Supervisor for your area of focus (Cash Management, Cost Allocation, Project Financing, Grants, and Accounts Receivable), you will be paramount in ensuring successful project implementation and completion for all statewide partners. Your main responsibility will be to transform business operations and solve business problems by analyzing business processes, determining business needs, and communicating clearly to stakeholders, technology developers, and vendors. You will also help others on the Finance Team in understanding the vision, providing direction, and achieving the goals and timelines of the program. Duties What you'll do: Provide direct leadership and oversight to a high-performance functional subject matter expert who will assist in designing and executing the replacement of the state's financial software solution. Manage day-to-day team operations and identify and emphasize critical priorities to remain aligned with important project goals. Provide exceptional knowledge of functional area business process and business process mapping to accomplish challenging goals. Actively participate in design sessions to develop and configure the software solution around the needs of statewide accounting and agency finance community. Lead, facilitate, and document a shared understanding of the business problem for functional processes, provide possible solutions, and determine the scope of the project. Collaborate with statewide agency customers to understand agency business needs and document requirements of the project. Assist with technical specifications and work with technical team to translate business needs into technical specifications. Identify and mitigate or resolve constraints, implications, and consequences of designed system changes. Provide effective and efficient risk management analysis and escalation of risks as appropriate. Monitor and report on the implementation of identified risk responses, changes to risk, and implementation of key actions. Ensure adequate project documentation is created and maintained, and comply with project and deliverable quality standards. Identify and resolve issues in a timely manner, and engage with resolutions for any implementation needs not being met. Provide effective communication to the enterprise resource planning (ERP) team to ensure understanding of tasks to be completed. Qualifications Required Qualifications: Bachelor's degree in accounting or a closely allied field. Three years of government experience in budgeting, accounting, auditing, or financial reporting, with a concentration in one of the following areas: Cash Management. Cost Allocation. Project Financing. Grants. Accounts Receivable. One year of experience with business process and business process mapping, leading group facilitation, data gathering and analysis. One year of lead or supervisory experience. Proficient in the Microsoft Office suite of tools, including: Excel, Word, Visio, PowerPoint, and SharePoint. Desired Qualifications: Master's degree with 24 semester (36 quarter hours) of accounting course work or certification as a public accountant. Five years of professional experience in the finance arena. Possess in-depth familiarity with Washington-state laws, regulations, and administrative/accounting policies and generally accepted accounting principles (GAAP).
