Pay Grade: G31: $3,775.72 - $5,663.58 Biweekly rate, depending on qualifications.

COMMUNITY & ECONOMIC DEVELOPMENT DEPUTY DIRECTOR POSITION SUMMARY This position provides a high level of support to the Department Director in administering the programs and activities of the Department of Community and Economic Development and manages, supervises, and coordinates the programs, budgets, and activities of the Ogden City Redevelopment Agency. Receives direction from the CED Department Director in matters pertaining to the department and the redevelopment agency. Exercises direct supervision over professional, technical, and clerical staff.
EDUCATION AND EXPERIENCE REQUIREMENTS FOR THE COMMUNITY & ECONOMIC DEVELOPMENT DEPUTY DIRECTOR At least six years of increasingly responsible experience in community or economic development, including two years of administrative and supervisory responsibility. Equivalent to a Bachelor's Degree in Urban Planning, Public Administration, Business Management, or a related field. An equivalent combination of the above-stated work experience and education is acceptable. ESSENTIAL JOB FUNCTIONS FOR THE COMMUNITY & ECONOMIC DEVELOPMENT DEPUTY DIRECTOR Participate in the development and implementation of goals, policies, and priorities for departmental programs. Recommend and administer policies and procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels. Assist the Director in implementing the work plan for the Department of Community and Economic Development and Redevelopment Agency. Assign work activities, projects, and programs, review work products, methods, and procedures. Develop and manage complex redevelopment projects, including the identification and solicitation of developers and investors, identification of various funding sources, project budgeting, fiscal controls, project management, reporting, and close out. Meet with staff to resolve problems. Select, train, motivate, and evaluate department personnel; provide or coordinate staff training. Work with employees to correct deficiencies. Attend and present at public meetings to communicate project initiatives and obtain project approvals. Participate in the development and administration of the department and the Redevelopment Agency annual budget. Assist the Director in the forecast of funds needed for staffing, equipment, materials, and supplies. Participate in professional group meetings; stay abreast of new trends and innovations in the field of community and economic development and redevelopment. Review work products, methods, and procedures. Procure and monitor the work of various consultants and contractors. Manage the city Brownfields Program. Market and solicit potential new companies; develop incentive and relocation packages. Liaison with local businesses; provide problem solving solutions, and access to capital and growth strategies. Participate in safety and risk management activities; take action to reduce liability to the city. Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employees are required to use on-site equipment. Perform other related duties as required/assigned.
