­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­Announcement # 2023-246 Fiscal Manager Head Start Department of Human Services Hourly Wage: $19.69-$22.60/Regular/Full-Time/Supervisory Location: Wapato The Fiscal Manager oversees and directs the accounting, auditing, reporting, and budgeting for the Head Start and Early Childhood Intervention Program. Assists in effective fiscal planning and management of the programs according to established standards. The position implements accounting and financial systems to meet compliance requirement and serves as financial advisor to program staff in fiscal aspects of the program. Provides training and technical assistance in all areas of Head Start financial management including determining problem areas, assisting in compliance with standards, reviewing administration and/or governance compliance, and making recommendations for improvements.
Examples of Work Performed: Demonstrates commitment to the program mission, values, and policies in performance of daily duties. Follows all applicable federal, state, local, and tribal policies, regulations, and procedures. Ensures compliance with applicable policies, procedures, and regulations governing programs. Assists in the preparation of budgets and grant applications. Provides fiscal management for programs through preparation of monthly budget reports and continuous analysis of expenditures (accounts payable, fiscal, payroll, and non-federal share), ensuring regulatory compliance and prudent spending within budgetary guidelines. Assists with any audits and reviews including interacting with auditors and grant review staff, aiding in the procurement of external audit requests. Ensures financial objectives by assisting in the preparation of grant application, budget, and budget narrative. Able to work as part of a team, communicate effectively both orally and in writing, and receive and provide feedback. Must collaborate with a diverse group of staff. Confers with the Director and other program coordinators on matters concerning internal control, budgets, and property control. Confers with the Director and other involved administrative staff in the preparation of financial reports and budgets, including, but not limited to reports to funding sources. Serves as a liaison with all funding sources and auditors to ensure compliance with funding source rules and regulations, compliance with applicable laws, and to maintain appropriate program cash flow. Maintains, compiles, and collates all fiscal, budgetary, and monetary data relevant to audits and reviews. Prepares journal entries and maintains an updated general ledger. Maintains accurate budget records. Monitors consistency between contract budget and actual expenditures. Calculates and monitors Administrative Cost to ensure compliance. Calculates and monitors the program's non-federal share. Participates in the annual program self-assessment. Compiles information, prepares claims, and maintains documentation for Child and Adult Care Food Program food reimbursement program. Maintains documentation of all contracts. Maintains purchasing and procurement information, and maintains records of procurement. Abide by Yakama Nation Rules and Regulations. Knowledge, Skills and Abilities: Knowledge of the Uniform Administrative Guidance (2 CFR Part 200 and 45 CFR Parts 75). Knowledge of OMB Circular A-133 (2 CFR Part 200, Appendix XI), grants compliance statements, with specific emphasis on fiscal accountability. Knowledge of the Fiscal Monitoring Protocol with specific emphasis on the fiscal checklist. Knowledge of automated financial systems and budget preparation required. Skills in organizational leadership, including the ability to make sound decisions and delegate appropriately, work independently, prioritizing work load and meeting deadlines, and provide compliance monitoring in a proactive and supportive manner. Skills associated with multi-tasking and meeting deadlines. Ability to relate fiscal information to programmatic issues. Ability to communicate fiscal concepts and requirements to non-fiscal staff. Ability to work with minimal supervision. Ability to understand and apply funding source standards, policies, and procedures, and requirements to program business. Ability to engage in active constructive participation in the program's management team. Ability to sit for long periods, looking at numbers on paper and/or a computer screen. Minimum Requirements: Bachelors Degree in Accounting, business, fiscal management, or a related field. Two years of experience in management of federal funds or related field. Required to pass pre-employment drug test. Required to pass pre-employment background check. Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Must have a Food Handler's Card or ability to obtain within 6 months of employment. Must have a First Aid/CPR Card or ability to obtain one within 6 months of employment. Must obtain a medical/physical examination, including a TB test. Preference will be given to past/present Head Start parents who meet the qualifications. Must be able to manage confidential information. Must follow Yakama Nation and YN Head Start Code of Conduct. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply. Preferred Requirements: Certified Public Accountant (CPA) or further post-baccalaureate training and two years in management of federal funds. PRE-EMPLOYMENT DRUG TEST : Is required for Pre-Employment with the Yakama Nation. During employment, tribal employees are also subject to random testing (YN Personnel Policy Manual, Chapter 2.9.6, Section (a), (g), Alcohol and Drug-Free Workplace Policy).
TRAINEE : The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced. A training plan is developed to assist employee to reach required qualification requirements and performance level. After completing training plan, work performance will be evaluated. Upon satisfying qualification requirements, employee will obtain entry level pay.
INDIAN PREFERENCE : In efforts to practice Self-Determination, the Yakama Nation grants Indian Preference for employment, promotions, and transfers to its employees and qualified applicants as appropriate. This may limit career opportunities for non-Indian applicants and candidates.
Preference for employment will be granted to qualified individuals meeting minimal qualification criteria in the following order pursuant to the YN Personnel Policy Manual Section 2.1.3:
10-points= Enrolled member of Yakama Nation. 8-points= Indian (enrolled) spouse of an enrolled Yakama member. 6-points= Other Indian (member of a federally recognized tribe). 8-points= Indian (enrolled) descendant of enrolled Yakama member. 2-points= Non-Indian spouse of an enrolled Yakama member. 0-points= Non-Indian. Personnel Policy Manual Section 2.1.4:
Positions funded under non-638 federal funding: 8-points= Indian (member of a federally recognized tribe). VETERAN PREFERENCE : Is pursuant to Section 402 of the Vietnam Era Veteran's Readjustment Assistance Act of 1974. For verification, must provide a copy of honorable DD-214.
