JOB DETAILS AND QUALIFICATIONS Clackamas County Health, Housing and Human Services - Health Centers Division is looking for an experienced and highly motivated individual to focus on budget preparation, financial analysis and forecasting, and related financial activities for the Health Centers Division. The position is part of the Health Centers' administrative and business services function located in Oregon City.
The Financial Analyst is responsible for applying fiscal and budgetary analysis skills to a variety of general operational needs and for fiscal and long range planning issues focusing mainly on revenue from clinic operations. This position performs the complete range of duties involved in budget examination, analysis and preparation; rate studies; coordinating comprehensive financial project work; and comprehensive budget planning projects as requested.
Individuals in this position are considered to be a significant financial and budgetary resource for a large department with the primary purpose of this position is to provide financial analysis, report development, and financial modeling using advanced programming skills in the support of operational and financial sustainability of the Health Centers Division. Most competitive applicants will have the ability to establish and maintain effective working relationships with multiple managers/staff and experience working independently to manage competing priorities.
Required Minimum Qualifications/ Transferrable Skills:* A minimum of four (4) years of relevant experience applying financial and budgetary analysis skills to support an organization's operational, fiscal, and long-range planning functions At least two (2) years experience with budget development, implementation, administration and/or management At least two (2) years experience in translating complex financial concepts into meaningful information for the layperson Experience working in a healthcare setting Experience working with large data sets Working knowledge or experience with health care billing applications and systems Experience in writing and presenting reports to executive management teams Working knowledge of HIPAA and other health related confidentiality laws Proficiency of Microsoft Office (Excel, Word, Access, Outlook) Must pass a criminal history check which may include national or state fingerprint records check Driving may be necessary for County business. Tracks and reports on budget trends at state and federal level as well as other legislation which may impact county finances; analyze and report on impact to divisions; reviews federal and state regulations and reports on department impact. Analyzes and makes recommendations on revenue generating and grant opportunities; manages, coordinates grant applications, submissions and status reports on existing grants; writes grant application materials. Works with division director and program managers to provide technical assistance, financial analysis, grant budgets and other financial information needed to assist in program management and budgeting. Interact with county finance routinely to review division business needs and new requests for information. Analyzes and forecasts revenue needs and expenditure trends; determines burn rates and project surplus/deficits in operating funds; prepares regular status reports for division director and department director Performs detailed and comprehensive analysis of operational financing needs routinely and as needed. Analyzes operations to determine actual cost of services to individuals; responds to requests for data and information related to volume and cost of services provided within division. Analyzes, evaluates fee structures and need for increases; prepares documentation and reports to support recommendations. Analyzes and evaluates financing needs and resources for capital projects such as clinic space, office space, supported housing projects, etc. as needed. Tracks and reports financial commitments by division, project and fund source; prepares routine financial status reports to review with management; tracks and monitors status and use of carryover funds. Participates in and/or leads division or department in financial and management projects or studies such as targeted business and strategic planning, budget development processes, business and operational performance planning and evaluation benchmarks. REQUIRED KNOWLEDGE AND SKILLS Thorough knowledge of: Governmental budgeting concepts, principles, and systems; principles of public administration; financial research and forecasting techniques, measurements, methods and procedures; rate and revenue techniques related to taxes and revenue generation; cost accounting principles and processes; contract and grant administration.
Some knowledge of: Principles and techniques of supervision, including evaluation of performance and progressive discipline.
Skill to: Plan, organize, direct, and lead financial management programs and systems for an entire department; evaluate and develop improvements in operations, policies, procedures and methods; develop and monitor complex multi-fund and source budgets; use automated equipment and software for financial analysis and reports; plan, organize, lead, and monitor projects teams; organize and present facts in a clear, concise and logical manner; use mathematical and statistical computations; understand accounting principles and data; communicate effectively, both orally and in writing on administrative and technical issues; establish and maintain effective working relationships with County employees, citizen and business groups, contractors and the public.
WORK SCHEDULE This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
