Position: Finance Support Analyst
We are currently seeking a Finance Support Analyst to join our team. In this role, you will play a crucial part in providing direct budget support and management for a functional area, project, or sub-product(s) at the Department of Veterans Affairs. Your responsibilities will include assembling, updating, gaining approval for, and submitting the budget operating plan (BOP), as well as maintaining reporting execution status for BAM programs/projects at the portfolio level and assessing the readiness of emerging projects. This reporting is vital for validating project funding levels and providing justification for out-year spending.
Please note: This position is contingent upon an anticipated contract award in May 2024, with an estimated start date in June 2024. Once the project is underway, you will be hired as either a W2 or 1099 employee (depending on your preference) of M Powered Strategies.
Key Responsibilities:
- Provide support to VA customers by developing and executing an annual Strategic Spend Plan (SSP) for their Product Line, including Multi-Year Planning (MYP) estimates and an acquisition strategy for procuring IT products and services within the appropriated funds.
- Develop and update the Acquisition and Financial Management Plan and track all Product Line acquisitions using tracker tools.
- Prepare, submit, and validate budget status reports and monthly "actuals" for inclusion in the monthly OMB IT Dashboard submissions.
- Facilitate a Weekly Acquisition/Budget meeting covering areas such as the status of acquisitions and budget for all four quarters of the Fiscal Year, Unfunded Requirements (UFR), and emerging issues or blockers to budget and acquisition tasks.
Qualifications:
- Must be a U.S. Citizen
- Bachelor's Degree in a Business Discipline
- 10 years of experience with a bachelor's degree (18 years without)
- Prior experience in budget development & acquisitions (CPI)
- Experience working as a federal employee/contractor, preferably supporting DHA, VA, or HHS.
