The Casey Eye Institute is recruiting for a Finance Administrator. The Finance Administrator is responsible for management of all finances of the Department of Ophthalmology including financial forecasting, analysis of existing and proposed service lines and practice expansions, analysis of physician practice performance, oversight of annual budget process, performance to budget, internal audit, development and compliance regarding policies and procedures, cash management, and restricted and unrestricted gift fund management. Additionally, this position is responsible for management of the clinical faculty compensation plan including forecasts of patient care revenue, overhead, and calculation of faculty compensation. Serve as a resource to clinical and scientific faculty. This position is under the supervision of the Director and Chair of Casey Eye Institute, and directly supervised by the Associate Director of Casey Eye Institute Function/Duties of Position:
Consult, advise and facilitate with the Department Chair, Director, Association Director, Division Chiefs, and other Departmental managers to obtain maximum benefit from available resources in compliance with existing rules and regulations. Analyze and translate fiscal information of the Department of Ophthalmology, evaluate impact, and make recommendations to Department Leadership. Coordinate gift, grant, practice plan, and other OHSU and OHSU Foundation funds to create and implement short and long-term fiscal and strategic plans for the department.
Supervisory duties including planning, assigning, and approving work performed; hiring; disciplining and dismissal of staff; training of staff; recommending salary adjustments; preparing and approving performance appraisals; reviewing staff work for accuracy and completeness. Oversee all accounting activities including: accounts payable, accounts receivable, billing activities, service line costing, internal audit functions, cash management practices, and budget management. Assist in contract negotiations (e.g. VAMC contract), develop management reporting systems, responsible for capital planning and evaluation of purchase options (e.g. lease vs buy). Oversee all accounting, budget, reporting, and financial issues relating to CEI sponsored research grants. Performs other projects and functions as assigned by the Department Associate Director and/or Chair.
Oversee physician practice plan including financial analysis at individual and group practice level, calculation and payment of physician compensation, serve as contact for individual faculty as needed to answer questions regarding compensation or provide analysis regarding practice activity. Monitor and issue compensation payments based on incentive plans for specific faculty. Provide practice metric data to Department Chair for annual faculty review meetings, prepare ad hoc and recurring practice analysis for use by Department Leadership. Compile and submit compensation data in response to periodic national academic ophthalmology institution compensation survey request.
Conduct special studies and provide reports and presentations for Department Leadership in support of goal setting, decision-making and analysis of operations. Design and develop financial forecasts for purpose of evaluation of proposed or existing programs within the department.
Prepare and submit monthly, quarterly, and annual city, county and state tax filings in accordance with policies and in compliance with legislation and regulations in the State of Washington. Coordinate inventory of taxable property for cities of Longview and Vancouver, and submit annual filings. Maintain annual business licenses for clinics in Longview and Vancouver. Serve as contact with OHSU Central Financial Services for purpose of questions regarding updates of tax law and other compliance concerns.
Oversee financial performance of Global Outreach program and coordinate with internal program director and coordinator as well as Global Health.
Consult with and/or prepare reports for various external OHSU departments such as quarterly operational review for OHSU Executive Leadership Team, Audit & Advisory Services regarding internal audit of department programs, Central Financial regarding department financial operations and State of Washington tax compliance. Serve as a resource and contact for Associate Dean of Finance, School of Medicine, Hospital Financial Services, and OHSU Foundation regarding Department financial questions and issues.
Create financial policies and procedures to assure consistent and appropriate treatment of financial resources. Required Qualifications:
Bachelor degree in accounting or finance plus 7 years progressively responsible accounting or finance experience in a healthcare environment.
Demonstrated knowledge of fund accounting, cost accounting, internal audit, ad hoc reporting, and medical billing and reimbursement. Strong skills in spreadsheet, database, accounting systems, and ability to learn OHSU systems utilized for large data queries. Strong analytical, problem, solving, project management and organizational skills are imperative. Ability to multi-task and delegate effectively is essential. Demonstrated evidence of strong written and verbal communication skills. Management skills with the ability to develop and implement strategic policies in a team-based environment. Solid knowledge of supervisory principles and practices to effectively manage and develop staff, and strong leadership skills with the ability to role model to staff is critical. Must possess strong bias for action and proven time management skills. Excellent customer service skills and the ability to work effectively with all levels of the organization are required. Preferred Qualifications:
Management experience in Ophthalmology, academic medicine or group practice strongly preferred. Additional Details:
Must be willing to navigate campus by use of stairs, elevator, tram, shuttle or other means. May require travel to satellite clinics, or overnight travel to conferences.
Must be able to stand or sit for long periods of time; have the ability to utilize computer equipment, multi-line phones, and cell phones.
