The Executive Director of Behavioral Health Operations develops and fosters strong relationships with key behavioral health stakeholders including providers and associations.Serves as the external facing leader to several key state agencies including with the Behavioral Health Services Division of HSD, along with the Department of Health, Children, Youth and Families Department and the Agency on Aging and Long Term Services Department.Develops Presbyterian Health Plan's strategy for the behavioral health crisis continuum and leads implementation efforts in conjunction with the PHS enterprise and key stakeholder groups.

Responsibilities
• Provides strong oversight of the performance of PHP behavioral health vendor, ensuring network adequacy and responsiveness and clinical and operational efficacy and performance.• Directs the development of the Behavioral Health network and benefit management for the state-wide regional mental health and chemical dependency network.• Ensures that clinical quality, integration of behavioral health and CISC programs, and financial and patient satisfaction goals are met.• Accountable for oversight the activities and performance of PHPs behavioral health partner and ensures strong integration of clinical services in support of person-centered care and leads efforts to integrate behavioral health into PHPs systems, with providers, across the PHS enterprise and with stakeholders.• Leads implementation efforts for behavioral health initiatives including the crisis continuum, and key clinical initiatives in accordance with governmental program requirements.• Provides strong representation and collaboration to advance population health and health equity efforts.• Works collaboratively with the Vice President of Magellan Health to develop, maintain, and maximize a regional mental health and chemical dependency network (including individuals, institutions, and facilities in statewide network) that provides behavioral health benefit management for all members.• Works collaboratively with product leads in Medicare, Commercial, and Medicaid product lines to ensure optimal design and administration of Behavioral Health benefits in each product. Views and treats product leads as key customers.• Actively works to strengthen the behavioral health system of care progressively serving an increasing number of members.• Accountable for behavioral health reporting for all lines of business including HSD and employer groups.
Requirements
• A minimum of seven (7) years of experience in the provision and supervision of treatment service for individuals with mental health and SUDs required.• Licensed to provide Behavioral Health services in the State of New Mexico (MD, DO, RN with Advance Practice Registered Nurse [APRN] licensure preferred.• Board Certification in Psychiatry, psychologist, licensed independent social worker [LISW], professional clinical counselor [LPCC], or independent marriage and family therapist [LIMFT]) preferred.• Resides in the state of New Mexico preferred.
