reviews and violations. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions 40% 1. Assists in routine engineering analysis and coordinates compliance activities on assigned matters consistent with applicable laws, regulations, procedures, policies and guidance for Bureau of Air (BOA), Air Pollution Control (APC), Compliance, Compliance Unit A; Prepares Section 31 pre-enforcement violation notices in a timely manner alleging non-compliance with applicable state and federal laws and regulations and permit conditions. Reviews and evaluates responses to violation notices. Prepares compliance commitment agreements and notices of non-issuance of compliance commitment agreements. Maintains understanding and operates within the Section 31 process and its deadlines. Tracks all assigned violation notice matters from trigger to resolution date, ensuring movement through the Section 31 compliance process is timely Participates in and provides assistance during the notice of intent to pursue legal action process as well as the enforcement referral process. Participates in Section 43 enforcement referral matters, as assigned. Essential Function (Continued)30% 2. Assists in conducting routine engineering reviews; Evaluates field operation section reports, permit section notices of apparent violation, compliance reports and other technical documents to assess compliance status and recommends further action as appropriate. Conducts routine engineering reviews and evaluations of requests for regulatory relief and other compliance inquiries or requests from regulated industry and assists in providing recommendations Assists in conducting investigations, research and analysis of air pollution compliance matters, i.e., industry, pollutant or source specific Assists in explaining and interpreting BOA programs and policies, applicable State and Federal laws, regulations, methods, policies, guidance and procedures and answering questions 15% 3. Provides routine engineering/technical support for the activities of the Bureau and Legal Counsel; Assists in performing routine emissions calculations, review of technical documents, determination of applicable regulations, determination of possible non-compliance, and technical assistance on regulatory matters. Assists in the development and implementation of processes and procedures to maintain and improve the state-wide air pollution compliance program. Utilizes a personal computer to prepares reports, summaries and analyses of information. Maintains communication with Manager regarding significant issues or developments and status of assigned matters. Essential Functions (Continued)10% 4. Attends and participates in training seminars, workshops and conferences, source inspections and observations, administrative hearings and litigation proceedings; Participates in internal and external meetings in person or by conference calls relating to assigned matters. Gains understanding of state and federal laws, regulations, methods, policies, guidance and procedures relative to air pollution control Travels in performance of duties 05% 5. Performs other duties as assigned or required that are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years of college with a bachelor's degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical or aeronautical engineering or engineering mechanics or a closely related engineering specialty. Requires no previous experience This class is included as an Upward Mobility Program credential title Preferred Qualifications (In Order of Significance) Prefers the ability to prepare technical engineering reports. Prefers the ability to make mathematical computations and calculations involving the application of standard theory. Prefers the ability to independently conduct routine engineering investigations and assist higher level engineering personnel in making complex or difficult investigations. Prefers the ability to conduct personal interviews concerning routine problems with a wide variety of representatives of the general public. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.
