Job Description:Summary:The person in this position will assist with the management of state permitting and federal environmental review opportunities across the United States, with an emphasis on the intermountain west. This person will work with clients to identify, scope, and manage environmental review, permitting, and compliance projects, as well as provide technical advice and support. Work will involve helping build and maintain relationships with clients. Fulfillment of the position responsibilities will require periodic travel.This person will work with federal, state, and local government officials; non-governmental organizations; regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. Responsibilities may also involve supporting business development activities.This person will also work with multidisciplinary Barr project teams to manage and support the development of state and federal-level environmental review documents and permit applications . Responsibilities will include work with and managing interdisciplinary teams to prepare National Environmental Policy Act (NEPA) documents and other environmental regulatory reporting documents such as Clean Water Act (CWA) permits packages, Biological Assessments, Phase I Environmental Site Assessments, feasibility studies and permitting plans. Tasks may also include managing environmental surveys/assessments (archaeological/historical; threatened and endangered species; wetland delineations, inventories, and functional assessments); developing regulatory strategies with clients; consulting and negotiating with regulatory agencies; and supporting public involvement.Minimum Qualifications:Bachelor's degree in environmental engineering, environmental science, environmental policy, natural resources management, or a related field5-10 years of experience directly related to environmental review and permitting projectsProven ability to lead, organize, and direct multidisciplinary teamsKnowledge of and experience with NEPA and state-equivalent regulations and processesKnowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officialsExperience working in a fast-paced, deadline-driven environmentStrong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clientsDemonstrated skills and abilities in negotiation; problem-solving; attention to detail; accuracy and producing high-quality deliverables; project organization and management; fulfilling commitments on schedule and meeting deadlines; leading teams in preparing effective documents and applications; and building strong working relationshipsSelf-initiative and motivation with an emphasis on client serviceA flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needsWillingness to travel and work out of townPossession of a valid driver's license and acceptable driving recordLegal authorization to work in the United States without the need for sponsorship from Barr, now or in the futurePreferred Qualifications:Recent experience with environmental permitting/consulting in the intermountain westExperience managing environmental review and permitting projects at state (where applicable) and/or federal level; experience with Bureau of Land Management is preferredExperience and/or familiarity with the following regulatory programs and permitting requirements: water appropriations, CWA permitting (Sections 401, 402, and 404), threatened and endangered species (Section 7 compliance), cultural resources (Section 106 compliance), state and federalDeveloped relationships with federal and Western states' regulatory agency staff, resource managers, and other government officialsExperience working as a third-party contractor on federal Environmental Assessments and/or Environmental Impact StatementsAbility to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategiesExperience training and mentoring staffA hybrid or remote work arrangement may be considered for this position. A hybrid arrangement refers to splitting time worked between a Barr office and a home office; a remote arrangement refers working primarily from a home office. This position can be based out of Barr's Durango, Denver, Fort Collins, or Wheat Ridge, Colorado ; Albuquerque or Farmington New Mexico ; or Salt Lake City Utah offices. Remote arrangements will be considered based on candidate qualifications, location requirements, and Barr's needs.NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working in facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.Colorado Applicants Only:The anticipated base salary range for this position is $73,000-$107,000/year. Compensation will vary based on experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus.
