Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*


To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive
minimum qualifications for this position. The qualifications are:


Engineer Technician Trainee, NS = Grade 8:
Either 1. One (1) year of experience assisting in engineering, engineering technology, engineering management
technology, architecture or architectural technology, environmental technology, electronics, electronics
technology, landscape design, materials laboratory technology, drafting or surveying, AND graduation from high
school or possession of diploma issued by a recognized educational authority;


Or 2. Eighteen (18) semester credit hours of college course work in mathematics, physical science, geology,
engineering or engineering technology, architecture or architectural technology, construction technology,
environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics,
or electronics technology;


Or 3. Graduation from a high school technical program (recognized by an accrediting agency as meeting
acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering,
engineering graphics, electronics, or electronics technology.


Note: Upon successful completion of the 52-week traineeship, candidates will be automatically advanced to the
Senior Engineering Technician position (SG-13).


Senior Engineering Technician, Grade 13: In addition to the Trainee requirements listed above, you must also
have:


Either 1. Two (2) years of experience assisting in engineering, engineering technology, engineering management
technology, architecture or architectural technology, environmental technology, electronics, electronics
technology, landscape design, materials laboratory technology, drafting or surveying; and graduation from high
school or possession of an equivalent diploma;


Or 2. An associate's degree in mathematics, physical science, geology, engineering or engineering technology,
architecture or architectural technology, construction technology, environmental technology, landscape
architecture/design, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.


Substitution: A certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics
or electronics, may substitute for one year of the experience; or 36 semester college credit hours in mathematics,
physical science, geology, engineering or engineering technology, architecture or architectural technology,
construction technology, environmental technology, landscape architecture or landscape design, drafting,
forestry, surveying, aeronautics, electronics or electronics technology may substitute for experience at the rate of
18 semester credit hours equaling one year of experience.


Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil
Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent of this position will be assigned to Field Inspection or the Regional Materials Group. The
selected candidate will assist engineering and higher-level technician staff in performing field and office
engineering work. Overnight stay, night work and weekend work may be required.


Field Inspection:
The incumbent will be assigned to a construction project working under the direction of an Engineer-in-Charge
overseeing the contractor's operations to verify that the work is in compliance with the Department's plans,
specifications and standards. Specific duties will be discussed at interview.


Materials:
The incumbent will be assigned to various tasks in support of the Construction Group. These tasks include
asphalt and concrete plant inspection, precast plant inspection, and testing on various construction projects.
At the time of appointment and continuously thereafter, candidates must be able to demonstrate their ability to
meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in
New York State.


Responsibilities may include serving a role within the Incident Command System to support the
department's response to regional and statewide emergency situations.

Additional Comments For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which
they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May
2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be
changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official
probationary period will begin.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in
an examination. Employees will then be afforded with all the same rights and privileges of competitive class
employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any
promotion examination for which they are qualified.

regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.)
