PRIMARY DUTIES & RESPONSIBILITIES

Salary to be Commensurate with experience.

The Hiring range for this position is $109,432.97-$136,791.21/year

OVERVIEW OF POSITION / DEPARTMENT:

The Development Services Department is comprised of the Building Division, Development Review Division, Office of Development Assistance (ODA), and the Office of Process Improvement. The Development Review Division consolidates engineering and Real Property development review including site plans, civil plans, traffic engineering and Land Development (Plat, easements, licenses) reviews with a focus on customer service and achieving or exceeding performance metrics. The city's overall development process, spanning several city departments, is managed by the Office of Development Assistance. ODA's project managers are the liaisons between our development partners including initial department introduction meetings, development applications and planning approval, civil construction document review and approval and building construction document review and approval and permitting.

Departments that are integral to the development review process include ODA, Planning and Economic Development, Aurora Water, Parks Recreation and Open Space, and both the Development Review Division and Building Division. The Development Review team is responsible for review of private and public development and capital projects. This team is instrumental in reviewing master plans, public improvement plans, and complex site and civil plans to ensure consistency with the City's codes and standards.

The Development Review Division is seeking an Engineering Supervisor - Master Plan & Site Plan focus. The Engineering Supervisor is responsible for managing the development review staff within Development Review Division, whose duties include but are not limited to reviewing and approval of Engineering review for Master Plans, Site Plans, and Public Improvement Plans and work within public ROW (including small cell, fiber review). In addition, this role is responsible for supervising engineering staff, providing technical expertise and review of engineering documents under the supervision and direction of the Development Review Manager, and in coordination with the City Engineer. These individuals have a technical expertise in some, or all of the following areas: land development, master plans, site plans, roadway design for a wide array of project types.

PRIMARY DUTIES & RESPONSIBILITIES:
Daily, this individual:

Supervises development review team, and acts as a leader for engineers, technicians, and other support personnel.
Works in a multi-disciplinary team to support development applications and functions
Acts as a leader and resource for the team, engineers, technicians, other support personnel, and other departments
Resolves and approves complex technical issues and/or provides direction to team on resolution or recommendation for private development and public projects
Reviews complex engineering documents (master plans, site and/or civil plans, small cell and fiber, reports) for conformance to City standards and code
Reviews and/or provides oversight on reviews of developments, site plans, and civil plans for conformance to annexation agreements, intergovernmental agreements, master plans, public improvements plans, City Code, manuals, standards and roadway requirements
Reviews work product of direct reports and junior level staff and provides mentorship
Ensures team's compliance with design standards, City policies and procedures, and governmental regulations
Facilitate communication and collaboration with others to solve problems
Serves as a liaison with departments, developers, and consultants
May supervise consultant contracted review teams

Manages workload, teams, and/or initiatives

Monitors team workload and on-time performance
Supervises, evaluates, trains, and instructs development review staff
May manage external staff contracted to support the City's goals
Establishes team priorities, objectives, goals, and expectations
Adapts quickly to changing situations or information
Delegates reviews of reports and civil plans to senior level staff, and ensures satisfactory and consistent reviews
Coordinates with management on workload and priorities, as assigned
Develops and implements work procedures and policies
Develops or supports operational priorities, goals, and objectives for assigned employees
Acts as hiring manager and/or interview panel member in selection, hiring, training, and evaluating of staff
Develops or updates technical criteria in collaboration with the City Engineer and may assist in the design of interdepartmental complex engineering projects
Prepares and/or participates in technical initiatives, including updates to manuals, codes, and criteria
May negotiate contracts, make presentations, and recommend for approval construction documents for public construction

Coordinates with internal departments, external agencies, developers, and property owners

Provides technical expertise to other departments and divisions
Represents the City with both external and internal parties, including but not limited to coordinating with outside agencies on development related matters, attending Planning Commission and City Council

Leads unit meetings, attends department meetings, interdepartmental meetings, external agency meetings, and ad-hoc project specific meetings to develop solutions to complex issues
Responds to citizen concerns and inquiries including, but not limited to, those associated with development
Performs other related duties, as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:
Bachelor's degree in civil engineering, or related field

Experience:
7 years of progressive experience in professional engineering work
Minimum 1 years' experience supervising professional or technical engineering staff
Experience in design or review of Master Plans, Site Plans, Public Improvement Plans for land development/ redevelopment, and/or design for land development/ redevelopment

Preferred Qualifications:
Master's degree in civil engineering, or related field
Lead or supervisory experience

Knowledge:
Thorough knowledge of current engineering principles and practices applicable to municipal and development engineering projects
Thorough knowledge of current engineering principles and practices applicable to roadway design and construction specifications

Skills:

Reviewing information for accuracy and completeness and correcting errors
Proficient use of windows-based programs

Interpret codes and criteria
Ability to review development plans and reports,
Ability to extract relevant information, make decisions or provide recommendations for complex technical and procedural issues
Creatively solve problems, negotiate and handle stressful situations in a positive and productive manner
Able to manage multiple projects, objectives, and competing priorities
Plan and schedule work unit operations and priorities, as assigned
Direct and effectively supervise a diverse workforce, as assigned

Licenses and Certifications Required:
Colorado Driver's License with a good driving record
Registration as a Professional Engineer (PE) required with the State of Colorado, or ability to obtain through reciprocity from another state within 6 months of employment

WORKING CONDITIONS

Essential Personnel:
When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Work Environment:
Works primarily indoors but may work outdoors attending field meetings or site visits
This position is eligible for a flexible/remote work schedule, but candidates must reside in close proximity to the Greater Aurora/Denver Metro Area and are required to be in the office a minimum number of days a week, subject to change.

Equipment Used:
Uses standard office equipment including personal computer and common office software such as email, internet, Word, Excel and menu driven databases as a part of the Development Review process
This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
