Overview of Role: We are currently looking for an Engineer IV for our System Engineering & Planning department. This position will apply broad and in-depth knowledge of engineering principles and practices to a wide range of assignments and related fields to meet requirements. This position will also perform prudent planning, engineering, operational and economical studies and develops reliable and cost-effective solutions to design, construct and safely operate the electrical system. In addition, this position will develop technical standards, specifications, guidelines, and business processes for use by other departments and acts as a resource for technical advice.
Essential Duties and Responsibilities: Leads others to solve complex problems; uses sophisticated analytical techniques and judgment to identify innovative solutions. Interprets internal and external business issues and recommends best practices. Takes both a technical and business perspective to identify innovative solutions.
Works independently; with guidance in only the most complex situations. Leads functional teams and projects.
Communicates difficult concepts and negotiates with others to adopt a different point of view.
Issues well justified recommendations for the annual capital budget in order to meet compliance, capacity, or reliability requirements. Utilizes engineering analysis software tools, models, and databases to identify needed projects and support project justification.
Determines system protection requirements and limitations by independently performing coordination studies, voltage drop studies, fault current studies and issues recommendations to improve and optimize electrical system performance. Develop new protective device settings to improve protective device coordination. Reviews and approves studies and settings developed by other engineers.
Manages multiple projects simultaneously in various stages of design to meet project schedule deadlines.
Facilitates planning activities with management, principal engineers, developers, and government agencies to ensure that ultimate anticipated load growth development coincides with proposed system improvements.
Review outage data and determine appropriate system improvements. Determine outage trends and develop programs to correct significant outage causes.
Prepares thorough and accurate technical reports, correspondence, documentation, calculations, and sketches related to problems and analyses of increasing scope and complexity. Reviews technical reports, correspondence, documentation, calculations, and sketches developed by others. Maintains organized, detailed records of drawings, calculations, and settings in the appropriate databases.
Investigates and analyzes unique or complex equipment failures and momentary and permanent outages to determine the root cause and recommends improvements as necessary.
Supports the preparation of long-range and short-range work plans, by establishing goals for engineering and operations functions, minimizing consumer outage time, reducing system losses, lowering system operating and maintaining costs, and efficient operation.
Develops and reviews NOVEC system standards and material specifications. Completes prescreening and selection of bidders. Interprets industry standards and regulations and provides technical support for regulatory compliance efforts.
Provides support to System Operations Department as outlined in the Cooperative's Service Restoration Plan.
Works continually towards self-development to maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; and participating in professional societies.
Education and Experience: Bachelor's degree in Electrical Engineering is required.
A Master's degree in Electrical Engineering is preferred.
Eight to twelve years of related experience and/or training in the planning, design, construction, and operation of electric utility systems is required, or an equivalent combination of education and experience at the manager's evaluation.
A Professional Engineer license or at least twelve years of experience is required.
Professional Skills and Abilities: A demonstrated comprehensive understanding of SCADA and outage management, protection and control, metering, distribution design and system planning.
Demonstrated ability to function independently in a multi-task environment, as well as part of a team.
Demonstrated knowledge of company policies, procedures, and applicable federal, state, and local laws.
Demonstrated knowledge of NOVEC accounting practices.
Demonstrated proficiency with general computer operation, CAD, and Microsoft Office applications.
Demonstrated ability to communicate effectively and efficiently with all levels within the organization.
Demonstrated ability to anticipate and meet rapidly changing customer and business needs by quickly refocusing and realigning strategic and operational direction.
Demonstrated ability to think ahead and plan over a short and long-term focus.
Demonstrated knowledge of advanced techniques, engineering theories, principles, and practices.
Knowledge of system planning, design, operation, construction standards, guidelines, and system construction schemes.
Demonstrated knowledge of electrical system requirements. Ability to provide consulting services to other departments.
Demonstrated ability to develop various specifications and contracts. Ability to develop specifications and interpret adherence to specifications.
Demonstrated ability to reason analytically and relate theoretical concepts to practical needs. Ability to design economical and practical system improvements.
Demonstrated knowledge of system protection theory and application.
Demonstrated ability to provide accurate cost estimating.
