The function of this position is to provide expertise and guidance statewide for the design and construction of complex bridge structures, perform project management and/or task management tasks for assigned projects, and provide technical expertise to address construction related issues.


There is a biweekly Special Entry Rate of $3316.00 for this position.


The actual starting salary depends on the education and experience of the selected applicant.


This position may be filled as either a probational appointment; a promotion; or by detail to special duty.

Minimum Qualifications MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Two years of licensed engineering experience.
2. Six years of professional engineering experience.

SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Concepts FUNCTION OF WORK:
Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

LEVEL OF WORK:
Expert.

SUPERVISION RECEIVED:
Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Job Distinctions
This position differs from the Engineer 5 by the level of responsibility for serving as the Department's expert witness in the area of expertise. This position is looked upon to enhance the core competency of the design section through training of lower-level engineers and technicians and providing QA/QC (quality assurance/quality control) through plan and design review of both in-house and out-sourced consultant designs for complex bridge structures.


40% Bridge Design
The position provides expertise and guidance for in-house design, plan development, and project delivery for the most complex structures, such as major river crossings, urban interchanges, urban reconstruction projects, interstate rehabilitation, major river foundation systems (cofferdams), and movable bridges using prestressed concrete, reinforced concrete, and steel. This employee provides support for critical statewide programs such as the On-System Bridge Preservation Program, Off-System Bridge Preservation Program, and the Bridge Scour Program.


25% Project Management and Task Management
Perform project management and/or task management tasks for assigned projects. Monitors project status and ensures that all projects and tasks are completed within scope, schedule, and budget and are of the highest quality. Assists with the management of consultants performing bridge design tasks. Utilizes project management tools to monitor project status.


This position provides functional supervision over other engineers and technicians to coordinate the design, plan preparation, and specifications for their assigned projects.


15% Construction and Engineering Support:
Provide technical expertise to address construction related issues. Review and approve shop and erection drawings, provide construction engineering support, and review all bridge related change orders on their assigned projects.


15% Miscellaneous Duties:
Performs miscellaneous duties that may be required for effective job performance and efficient operation of the Section.

Advise the Assistant Bridge Design Administrator and the Bridge Design Engineer Administrator by providing technical guidance on bridge design or project management related issues. Play a key role in training Department personnel and advise consultants working for the Department in the structural design of bridges, including the laws, codes, and regulations governing their design. This individual is recognized as an expert in the field of bridge design and plan development, and as such, educates and promotes essential core competencies through in-house training. Serve as a technical advisor/member on Bridge Design Section, Departmental, and National committees. Recommend policy and/or procedural improvements when identified through their chain of command. 5% Other Duties
May be required to perform other duties as necessary including, but not limited to, emergency disaster duties.


Supplemental Qualifications: minimum of six (6) years of professional engineering experience in the design of bridges and structures.
