CODE ENFORCEMENT OFFICER OPENING DATE : April 2024

DESCRIPTION : The City of Richmond is accepting applications for a Code Enforcement Officer. The incumbent will perform varied and complex work to ensure the successful and efficient operation of the City's development functions.
This is a full time non-exempt position. Attendance at City Council and Municipal Court sessions as required. Position reports to the Community Development Director and the City Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
· Responsible for enforcement of permits, codes, regulations, and ordinances in the City including the issuance of citations
· Conducts investigations and inspections of commercial and residential properties
· Performs extensive research utilizing proficient computer skills
· Attends appeal hearings regarding dangerous properties
· Prepares clear and concise reports and expresses ideas clearly
· Conduct field investigations: inspect properties for violations, issue and post notices of violations, and related documentation for code violations, schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances, issue administrative citations and notices of violations as necessary.
· Assist in researching, drafting, and rewriting municipal codes, participate in the development of forms and processes utilized to address various issues. Prepare evidence in support of legal actions taken by the city, appear in court as necessary, testify at hearings and in court proceedings as required.
· Responsible for creating, compiling, and organizing maps within GIS
· Prepares regular status reports, highlighting GIS issues requiring attention and submission
· Perform field data collection as needed using GIS/GPS equipment
· Perform other duties as needed
Education and Experience: · Successful applicant must have a High School diploma.
· Experience in GIS or related setting preferred.
· Proficiency in Word, Excel, grammar, spelling, punctuation, data entry and simple mathematics is required.
· Shall possess interpersonal skills necessary to develop and maintain effective and appropriate working relationships with customers, co-workers, and representatives of other agencies.
· Ability to maintain the confidentiality of information and professional boundaries.
· Background check and post-offer drug test is required.
Physical Requirements: Prolonged periods of sitting at a desk and working on a computer. Physical walking and climbing Must be comfortable working in all weather conditions. Must be able to lift 50 pounds at times. SALARY: Starting salary based on experience and qualifications, plus benefits. Benefits package includes paid holidays, vacation and sick leave, Missouri Local Government Employees Retirement System (LAGERS), medical, dental, vision and life insurance. Available voluntary benefits include Aflac supplemental insurance, 457(b) retirement plan, term life insurance, and flexible spending accounts (FSA) for medical expenses and dependent care.
