This Education Program Assistant 2 position serves the Deschutes County and is with the OSU Extension 4-H Youth Development Program. Program Mission 4-H provides young people with intentional, high quality learning experiences that promote positive interactions with adults and peers, sustained and active participation across time, and opportunities to make meaningful contributions to the world around them. This mission is accomplished through the work of volunteers, youth, community members and professionals who organize and conduct learning experiences in club, group, community, and family settings. Programs are implemented in a manner that is consistent with the best practices in the field to youth development and respectful of local norms and culture. The Oregon Extension and 4-H Youth Development Programs reach close to 100,000 young people annually through out-of-school, after-school, and in-school programming. 4-H staff may provide administrative oversight to a broad array of programs which may involve minors, animals, and firearms. Some 4-H experiences may require transportation of members in motor vehicles and chaperoning overnight accommodations. 4-H staff are also required to assure compliance with Federal and State regulations related to youth protection, fund-raising, taxation, and the non-profit status of 4 H and affiliated organizations. Purpose of the Position The EPA2 works cooperatively with the 4-H Managing Faculty to develop, implement, and evaluate the OSU Extension Service 4-H Youth Development program in Deschutes County. This position develops programs and collaborative community partnerships independently, and initiates program changes with the input of state and county program coordinators. Key Responsibilities This Education Program Assistant 2 embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed while fostering a welcoming and respectful workplace culture. 25% - Program Implementation and Delivery Serve as an effective team member working closely and in collaboration with the 4-H faculty member in the OSU Extension Deschutes County office, and with other faculty members, clients, and organizations in the development, delivery, evaluation and reporting of Extension youth programs. Work as a member of the 4-H team, lead a team, and/or work independently to develop and deliver after-school, day camp and field day non-credit educational programs. Develop written materials and/or activities to supplement curriculum. Conduct educational presentations at fairs and community events. Provide classroom instruction and management practices as necessary. Organize and conduct workshop, contests, and committee meetings related to the 4-H Youth Development program. Provide leadership and educational support for 4-H volunteers as needed to implement club based, school enrichment, and special interest programs. Provide leadership to middle management 4-H program volunteers. Recruit 4-H program participants from all socio-economic, racial, and ethnic backgrounds in the county. Maintain active communication with stakeholders to increase support of the 4-H program. Provide regular newsletters and press releases to announce programs and increase awareness of youth and family events and program outcomes. Follow OSU and division brand guidelines, digital publishing standards and digital contact management data integrity practices for programmatic communications, marketing and engagement. Travel is required to deliver educational programming and services through Deschutes County and the Oregon Central Region. 25% - Program Assistance and Coordination Assign, plan, and review work of volunteers. Make decisions and recommend actions, in collaboration with 4-H faculty member, on disciplinary actions necessary while working with volunteers, coordinate the recruitment and selection of speakers, volunteers, and judges for 4-H events, after-school programs, day camps, field days, and fairs. Schedule staff and volunteers to provide coverage at educational programs and events. Assist and support developing the operation of the 4-H program as well as developing a plan of work addressing educational gaps and evaluating the quality and impact of educational programs available to audiences as appropriate. 25% - Program Administration and Reporting Review applications for scholarships, teen leaders, volunteers, and awards. Interpret and explain rules and policies to community members. Identify program needs, monitor program plans, write summary reports, and monitor program compliance including the Youth Program Registry. Advise officials and public on program applicability, and monitors program reporting requirements. Perform responsibilities as they relate to OSU relationship with County 4-H Association: Coordinate with managing faculty to ensure that County 4-H Association agreements are on file and followed; Follow OSU financial policies, standards, rules, procedures, and best practices and the County 4-H Association agreement; Refer to the 4-H procedures handbook for working with the County 4-H Association. 20% - Outreach and Engagement Develop and maintain educational content for displays and exhibits. Develop and document new and alternative methods of reaching newer audiences. Offer programs that are technologically relevant to youth and evaluate and document their successes. Use an integrated approach to grow youth programs across projects and environments that empowers the youth and adults to become leaders. Offer programs that elicit life-long learning and that are customer friendly. 5% - Service and Other Duties Attend in-service and professional development training programs to improve technical skills and increase knowledge of Extension methods, youth development education, volunteer development, working with diverse audiences, and other topics needed for program effectiveness. Keep accurate records and provide necessary reports on time as appropriate or deemed necessary to document program effectiveness. Attend training opportunities to build basic knowledge and consistent skills to use digital communications, marketing and engagement technologies relevant to position duties. Perform other duties as assigned. What We Require Associate's Degree and three years of work experience (paid or volunteer) supporting community programs that serve children, youth or adults OR Bachelor's Degree and one year of work experience (paid or volunteer) one year of which must be working in youth development programs, adult education, teaching, program delivery or related functions OR Five years experience in a field related to the duties of the position AND a high school diploma or equivalent. AND Demonstrated oral and written communication skills. Demonstrated skill to work with diverse audiences. Demonstrated skill to use computers for word processing, data management, and communications.
