Manages overall eligibility, recruitment, selection, enrollment, attendance, and transition support activities (ERSEA) for the Boys Town Early Head Start program according to Performance Standards. Conducts analysis of the program's ERSEA policies and procedures and monitoring implementation throughout the program. MAJOR RESPONSIBILITIES & DUTIES:Conducts assessment of youth or family applicants to determine eligibility to participate in the Early Head Start Program; coordinates the transfer and placement of youth within the Boys Town Childcare Partnership.Evaluates applications and completes verification process to determine eligibility for families seeking acceptance to Boys Town EHS program applicant. Conducts interviews for all new and returning families / ensures eligibility requirements. Screens incoming families and current families for Model services and makes referrals. Coordinates pre-admission interviews with parents, agencies, and childcare partner personnel as needed; advises, counsels, and coordinates the completion of the admissions, enrollment and re-enrollment processes with agencies, childcare partners, and parents. Communicates in a timely fashion acceptance, rejection, or need for information for all new applications to referral sources. Tracks the admissions process, waitlist, enrollment, attendance, ongoing documentation requirements via the National Database, ChildPlus and SalesForce. Monitors enrollment vacancies and ensures filled within 30 days. Ensures application and all required paperwork is complete prior to entry. Maintains knowledge of service array, ERSEA requirements, Head Start Performance Standards and Boys Town continuum programs and other community resources; advises referral sources of additional or alternative options for services. Facilitates and monitors all ERSEA (enrollment, recruitment, selection, eligibility and attendance) activities to ensure compliance with EHS processes. Assesses and evaluates family's needs and coordinates transition of active families to other services as needed. Provides administrative support to maintain compliance with regulatory requirements.Point of contact for eternal agencies regarding ERSEA. Ensures that service recipient files and databases contain all required documents according to Boys Town standards and Head Start Performance Standards. Compiles and monitors Family Partnership Agreements, Service Plans and Assessments; ensures data is accurately entered in appropriate databases. Assists in monitoring attendance and ensuring documentation completion within Early Head Start performance standard timelines. Supports program staff by training, reviewing, and providing feedback on daily attendance requirements. Prepares reports for program review. Collaborates with Program Implementation Specialist to monitor regulatory compliance requirements and assists as needed in the fulfilment of contractual obligations. Coordinates with program staff for onsite contract reviews as needed. Services contractual relationships and maintains compliance with local, state, and federal agency guidelines regarding referrals.Collaborates with the Enroll NOLA managing the coordinated enrollment system for New Orleans publicly funded childcare programs. Manages program vacancies as well as transition activities as children become eligible for preschool programming Establishes positive relationships with referral sources to ensure that Boys Town is the agency of choice for referrals. Develops and maintains positive relationships with various referral sources including referral agencies, contract agencies, courts, and private referral sources. Represents Boys Town at community and professional functions as needed. Attends workshops and conferences as needed. KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of regulatory requirements pertaining to youth care. High level of professionalism and interpersonal skills. Strong computer skills in Microsoft Office, including PowerPoint, Excel, and Word. Ability to communicate with individuals at all levels in the organization and with external business contacts in an articulate, professional manner while maintaining necessary degree of confidentiality. Ability to work independently, meet deadlines, and multi-task while maintaining quality standards. Ability to quickly make decisions in sensitive and sometimes critical areas and present decisions to appropriate individuals. Ability to adapt responses to situations while maintaining procedural and regulatory integrity. Strong knowledge of Boys Town Model. REQUIRED QUALIFICATIONS:Bachelor's degree or equivalent combination of education and experience required. Minimum of 1 year of relevant experience in an educational setting required.
