The Lynchburg District has an exciting career opportunity for a collaborative leader serving as our District Program Development & PIM Engineer.
This position will provide strategic leadership and direction in the planning and development of the districts' engineering programs. Oversee local budgets and administrative planning. Ensure adherence to policies, procedures, guidelines, timeframes and scheduling of major activities or deliverables. Ensure compliance with program priorities, quality of work and VDOT agreements. Meet statewide performance measures and objectives. Build relationships with internal and external customers, contractors, government officials, media. Communicate with constituents, stakeholders and employees regarding issues, concerns and complaints through personal, individual contacts, and meetings.
Oversee complex operations of Preliminary Engineering, Planning, and Investment functions within a district. Provide strategic leadership of VDOT's transportation program. Build partnerships with various levels of government, elected officials, non-profit and private sector groups, and employees. Coordinate and support the district's transportation planning, systematic investment, urban and local assistance programs. Oversee, coordinate, and support programmatic activities with the Central Office and local governments (including planning district commissions, county board of supervisors and metropolitan planning organizations) enhancing communication and coordination of transportation priorities within available funding.

In addition to a comprehensive compensation and benefits package, a $3,000 sign-on bonus is available for qualified candidates. Current VDOT employees are not eligible for the sign-on bonus.

with an operating budget of several billion dollars.
• Comprehensive knowledge of engineering management related to highway transportation
programs.
• Skill in managing the delivery of exemplary customer service by self and others.
• Ability to think strategically applying a big picture perspective. Ability to lead people and obtain
results through others.
• Ability to present complex information to both internal and external individuals and groups.
• Extensive knowledge of principles and practices of transportation project management, project
design and construction.
• Considerable knowledge of federal, state, and local regulations, policies, and practices
impacting transportation operations.

• Ability to understand technical engineering concepts and blend with sound business decisions.

• Advanced knowledge and broad experience in transportation planning and finance with
general knowledge of civil and traffic engineering.

and programs.
Minimum Qualifications • Experience reflecting ability to understand technical engineering concepts and blend with
sound business decisions.
• Skill in the use of computers and software applications.
• Progressively responsible land development and land use experience with ability to think
strategically.
• Engineering and program investment experience applying federal, state and local regulations,
policies and practices impacting transportation operations.
• Valid Professional Engineer's license.
• Progressively responsible engineering management experience in highway transportation
programs.
• Engineering experience in site plan reviews and traffic impact studies.
• Progressively responsible engineering and planning experience strategically applying a big
picture perspective.
• Degree in Civil Engineering, Construction Engineering or related field desired.
• Valid driver's license required
• Valid Professional Engineers (PE) license required.
