Full job description SALARY RANGE: $147,500 - $206,500 - Annually


JOB SUMMARY: The Human Resources Director will provide leadership and strategic direction to a team of Benefits, Compensation, Talent Acquisition, HR Business Partner and Human Resources leaders and workers that impact talent management and employee engagement throughout the City of Greeley. This role will oversee the policies, procedures, and programs of the City of Greeley's Human Resources Division under the supervision of the Chief People Officer. The role will develop and improve programs related to the City's culture, employee engagement programs, acquisition and growth of talent, and the ongoing implementation of City values and Inclusion programs that will make the City of Greeley an employer of choice. The role will be responsible for city-wide programmatic changes, will ensure consistent interpretation and implementation of policies and procedures and will influence cross functional partners from executive leadership and City Council to front line workers across a diverse organization.
EXPERIENCE, KNOWLEDGE, and SKILLS:

MINIMUM REQUIREMENTS :


Bachelor's degree in human resources, Organizational Development, Risk Management or a related field. A minimum of 6 years' experience managing people operations teams or in a substantially human resources and/or operations role, including a minimum of 4 years' experience managing employee relations issues/investigations. OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. AND
Possession of a valid driver's license. PREFERRED: Master's degree in a related field including but not limited to Human Resources or Business Administration; Possession of professional certification including but not limited to IPMA-CP, SPHR, PHR, SHRM-CP, SHRM-SCP, or Certified Benefit Specialist Designation certification. Bilingual in Spanish and English. Experience working in a municipal environment. Experience designing and implementing culture-shift programs to improve the employee engagement culture. Experience implementing assessments and people-management systems (HRIS) and tools such as Emergenetics, DISC, Meyers-Briggs, Asana, 15Five, Oracle, Zenefits, etc. to name a few (your experience may be in related systems/tools, not just these examples). KNOWLEDGE, SKILLS, and ABILITIES: Knowledge of the principles of human resource management; federal and state regulations applicable to human resources functions including affirmative action and administration of personnel policies and procedures. Knowledge of employee benefits offerings, wellness offerings and ability to demonstrate creative thinking tied to positive culture outcomes when evaluating and implementing comprehensive employee benefit programs. Ability to conduct objective investigation of grievances and complaints and to thoroughly document all investigative activities Ability to maintain confidentiality and objectivity and handle sensitive situations with tact and diplomacy Ability to establish and maintain effective working relationships with employees, citizens, and third-party vendors Ability to gather information and assemble a compelling storyline aimed at informing and persuading leaders to take action Ability to read, analyze and interpret regulations and laws from a variety of governing bodies and apply said knowledge to the creation of and implementation of policy and procedure at the City of Greeley Ability to oversee external partner relationships including the ability to deal effectively with regulatory agencies, City Council, vendors, influencers and funders Ability to analyze and evaluate data; prepare technical reports; prioritize work and meet deadlines Strong interpersonal, analytical, verbal and written communication skills Knowledge of Colorado employment law, CORA, Municipal Code, and Municipal Charter Ability to communicate effectively both in writing and in oral communication; expresses oneself clearly in business writing; organizes ideas clearly and speaks logically so others can follow the reasoning; uses appropriate grammar and vocabulary that do not detract from credibility Ability to partner with content designers to develop and implement training and training materials in a classroom or online learning situation including all types of learners. ESSENTIAL FUNCTIONS: (Duties & Responsibilities) Serves as key contributor, a partner, and a leader in an organization transforming to serve one of the fastest growing communities in the United States. Persuades executive leaders to drive change that improves workplace culture and employee engagement. Is the leader and strategic planner for the City of Greeley's people operations with the guidance and supervision of the Chief People Officer. Leads Benefits, HR Business Partners, Employee Relations, People Operations, People Policy, Talent Acquisition and Compensation programs and teams. [CD1] Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules in partnership with Risk and Safety and Legal. Supervises team that builds and implements complex change management programs and extensive projects that span multiple departments over months and sometimes years. Reviews training and recommends revisions, improvements, and updates. Oversees the process/procedure for employee relations investigations and the fair and unbiased implementation of conclusions and recommendations that unfold based on investigation findings. Investigates complaints including, but not limited to harassment, discrimination, ethics violations, and retaliation; analyzes findings and recommends action when necessary. Leads the development and preparation of employee relation investigations and practices. Facilitates processing of litigation, unemployment, EEOC, as well as assists in development of education and facilitation programs. Works on various employee relations projects. Researches and stays abreast of current developments, amendments, and interpretational changes in laws affecting human resources and employer/employee relations; educates and trains staff accordingly; makes recommendations for changes to policies and procedures to ensure compliance with new developments. Advises and trains managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances. Recommends and coordinates outside investigators, vendors, consultants and additional resources when needed. Creates a high-performance culture, and develops a solution-based, customer service focused department. Sets internal and external customer service expectations of the department and builds strong relationships across the organization to achieve city-wide goals. Acts as a steward of their department budget and oversees city-wide human capital adherence, seeks efficiencies and makes recommendations for financial improvements. Creates a positive atmosphere for employees in the organization and within the department, and builds accountability and strong performance expectations, while also supporting growth and kindness throughout their own team and across the organization. Models ethical behavior, emotional intelligence, and accountability, ensuring fair treatment of employees and a focus on inclusion and belonging within the HR team and across the organization. Performs additional duties, as assigned. The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. Physical Requirements: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus. Vision enough to read computer keyboards, reference books and other written documents. Communication skills sufficient to convey information to the public via telephone and in person. Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
