Position Description THE OPPORTUNITY:
Hudson County Community College (HCCC) seeks a Director, ESL and Academic Foundations English to join its award-winning and nationally recognized institution. This is an exciting time to be a part of the HCCC community. The College launched its 2021-24 Strategic Plan, the culmination of which will align with the College's 50th anniversary in 2024. The College was recognized by the Association of Community College Trustees as the recipient of the 2021 ACCT Northeast Region Equity Award. HCCC has recently been named one of 101 recipients, 1 of only 7 community colleges to be distinguished for the Higher Education Excellence in Diversity (HEED) Award, a national honor recognizing U.S. colleges and universities that demonstrate an outstanding commitment to diversity and inclusion. HCCC's Culinary Arts Institute was ranked as the #6 Culinary Arts program in the United States by Best Choice Schools. HCCC is a 2023 Bellwether College Consortium award winner for Instructional Programs and Services for the Hudson Scholars Program. Also, HCCC has been named a 2023 Most Promising Places to Work in Community Colleges (MPPWCC) award winner. OVERVIEW: HCCC serves one of the most ethnically diverse and densely populated communities in the United States. The College is a vibrant, urban institution of higher education whose mission is to provide its diverse communities with inclusive, high-quality educational programs and services that promote student success and upward social and economic mobility.The School of Humanities and Social Sciences offers a distinctive Associate of Fine Arts degree program with options in Studio and Computer Art. Throughout their time at HCCC, Fine Arts students participate in many opportunities offered through the Department of Cultural Affairs. HCCC's Fine Arts faculty exhibit their work nationally and internationally and have received awards from The New Jersey State Council on the Arts Fellowship and the Guggenheim Fellowship and ACCT Northeast Faculty Member Award. Faculty in the School have also been recognized with the 2019 and 2020 Dale P. Parnell Faculty Distinction Recognition from the American Association of Community Colleges (AACC). HCCC is the recent recipient of a $3 million, five-year Title V grant from the United States Department of Education. The Grant Project, titled The Golden Door/La Puerta Dorada, promotes persistence and retention of English as a Second Language (ESL) students. The Golden Door/La Puerta Dorada specifically focuses on serving Hispanic and Latino students. More than 90% of HCCC's students receive scholarships, grants, and loans to finance their education, and the College's extensive financial aid program helps connect students with the resources they need. To date, the College's Foundation has raised over $3.5 million for student scholarships, and HCCC ranks first in the state of New Jersey for its award of Community College Opportunity Grant funds. About half of its more than 12,000 credit students identify as Hispanic, and more than 33% of all students were born outside of the U.S. In 2021, HCCC had two students selected from a national applicant pool to receive the prestigious Jack Kent Cooke Foundation's Undergraduate Transfer Scholarship and recently six students were named as 2023 semi-finalists.HCCC has three campuses. The largest campus is located at the heart of Jersey City's Journal Square, which is approximately 20 minutes from New York City. The College has a North Hudson Campus, located in Union City, New Jersey and an additional location at the Hudson County Schools of Technology in Secaucus, New Jersey. The College offers 70 degree and certificate programs and more than 300-day, evening, and weekend courses throughout its three-campus network.HCCC offers 9 fully online degree programs and expects this number to grow in the coming year. In addition to its degree programs and courses, HCCC offers a wide array of non-credit classes and programs designed to develop professional skills, provide occupational training, teach languages and culinary skills, and enrich personal and cultural knowledge. In recognition of its gains in student retention and completion, as well as its narrowing of equity gaps, HCCC received Leader College designation from Achieving the Dream in 2023. The College boasts several signature programs, including a nationally recognized Culinary Arts Institute and Nursing Program. The College's Culinary Arts Institute is one of only three programs in the New York Metropolitan region to hold accreditation from the Accrediting Commission of the American Culinary Federation Education Foundation. The Culinary Arts Institute features state-of-the-art facilities and a hands-on program that prepares students for a range of careers in the hospitality industry. The College also has a Bloomberg Finance Lab, which provides students with real world experience to prepare them for employment in banks, corporations, and government agencies.A leader in workforce development, HCCC hosted The Aspen Institute's Workforce Leadership Academy, which was the first to be offered in partnership with a community college. The Hudson County Workforce Leadership Academy was funded through a combination of public and private donors that included JPMorgan Chase, The Harry and Jeanette Weinberg Foundation, The W.K. Kellogg Foundation, the County of Hudson, the LeFrak Family, and Mack-Cali.Summary of Duties THE ROLE:
The Director leads the administrative and academic operations of the English as a Second Language (ESL) and the Academic Foundations English (AFE) programs in support of the College's mission. General responsibilities include partnership outreach, advising, grant administration, course scheduling, faculty and coordinator supervision, and oversight of the daily operations of the office of English and ESL. The Director is expected to be involved in the building and strengthening of the mission and goals of HCCC and be willing to work collaboratively with the Dean's Office and across programs. This position is also expected to effectively engage diverse constituents both inside and outside the College community.
KEY RESPONSIBILITIES:
In consultation with the Dean, develop short-term and long-term strategic planning initiatives and assessments that are based on data and best practices and that support and advance the College's programs in ESL and AFE. Effectively communicate the mission and services of ESL and AFE to the College Community and the College Administration.2. Oversee and participate in activities related to the ESL Proficiency Certificate and advise on policies and procedures related to the recruitment of students into the program and advisement of students enrolled.
3. Collaborate with the Title V Golden Door/La Puerta Dorada Project Director and the ESL Specialist to extend and expand HCCC's work with English Language Learners.
4. Coordinate the overall schedule of course offerings each semester.
5. Provide direction, advice, and clarification of established policies and procedures to faculty regarding the appropriate placement of new students into the ESL and AFE programs based on data. Work with the Testing and Assessment Center to ensure the administration of select tests, i.e., NYU and CLEP Language Proficiency Exams. 6. Develop professional and management skills through networking, attending seminars and workshops to maintain awareness of current and changing trends in developmental education. Remain knowledgeable of regulatory issues specific to program operations and administrative activities.7. Review and create action plans based on ESL and AFE student outcome data and other relevant metrics.8. Serve as an active member of various internal and external committees. Represent the College to external constituencies. 9. Respond to and assist in the resolution of student and faculty concerns.
10. Provide overall leadership and ongoing supervision and training to ESL and AFE staff members.
11. Assess staffing needs and conduct searches and interviews in order to make recommendations regarding effective hiring decisions.
12. Assist with the recruitment and hiring of adjunct faculty.
13. Attend and conduct staff meetings to promote a constant flow of information, to foster open discussions, to engage in knowledge-sharing, and to keep staff well-informed.
14. Remain flexible and adaptable in work schedule and work assignments as defined by college and departmental needs.Qualifications Master's degree in Teaching English to Speakers of Other Languages (TESOL), Applied Linguistics or related field. Minimum of three years of experience in developmental education or related area, and prior program administration or coordination/management experience. Experience preparing grant proposals and program reports. Ability to think conceptually, develop and implement policies and procedures, and make administrative/procedural decisions and judgments as required. Effective verbal and communication skills. An understanding of, and commitment to, the role of a comprehensive community college with a diverse student population. Commitment to diversity, equity and inclusion; ability to work with non-traditional students from diverse cultural and ethnic backgrounds. Demonstrated competence using technologies for program management and teaching and learning. Previous experience leading academic programs, including staff management, student support, and faculty supervision. Experience designing and developing curriculum for developmental language programs. PREFERRED :
Bilingual in English and a language represented in HCCC's ESL student population is preferred.
