Full job description Job Description and Duties Under the general Direction of the Information Technology Manager I in the Data, Information & Analytics Services (DIAS) unit, the Information Technology Specialist II serves as a lead back-end & Data Analytics developer supporting the Lottery's most complex Business Intelligence (BI) and Business Analytics (BIBA) platforms. The incumbent is responsible for the design, development, operation, and maintenance of BI, reporting and software systems. The technical aspects of this position include cloud migration tasks, integration, and maintenance of the BIBA platform, applications, data warehouses, and related components. Duties encompass the research, design, documentation, development, configuration, testing, implementation, and management of data processing functions including defining, extracting, transforming, loading, and archiving data; analysis of business information, standards development, analytical data models, and conceptual database designs; developing database strategies, structures, systems monitoring, performance, capacity, and planning for expansion. The back-end developer will be responsible for developing, managing, and maintaining BIBA data lakes, cubes, data pipelines and security by utilizing Synapse, R, SQL Server Integration Services (SSIS), Databricks, the Snowflake model, Online Analytical Processing (OLAP) and other related technologies. The duties for this position are focused on the Software Engineering and Systems Engineering domains. Work may be assigned in other domains as needed.
Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Excellent written and verbal communication skills, experience facilitating meetings, briefings and presentations to all levels, and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters. Experience with Cloud Technologies and migrations to cloud from on-prem infrastructure. Knowledge of Cloud Computing Standards. Demonstrated experience with Business Intelligence & Data Analytics tools, SQL, Azure, Python, Power BI Premium, Visual Studio, Vizio, MDX, DAX, SharePoint, SQL Server Management Studio, ServiceNow, DevOps. Demonstrated experience in the development, testing, and implementation of Azure Datalake, Databricks, Power BI Cloud, Synapse. Experience in a technical role in a Business Intelligence or Cloud-based application development team that utilized Microsoft or similar application development products. Experience writing technical and user documentation. Experience performing critical analysis of complex business problems, troubleshooting data anomalies, and presenting findings to key stake holders and technical staff. Ability to convey and explain complex problems and solutions to a technical and non-technical audience. Ability to work independently as a high-level technical specialist and conduct business activities in a professional manner Telework Information: This position is headquartered at the Sacramento HQ and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: "telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.
