This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).  New employees to the State will be paid biweekly. About the Work Unit The Intelligent Transportation Systems (ITS) & Network Services - Project Development Unit is within the Division of Maintenance & Operations. The unit supports project development and delivery processes at CDOT with focus on fiber coordination, utility coordination, System Engineering Analysis (SEA) and application project development. 
About the position The Project Manager position will coordinate statewide activities to produce standards, procedures, and specifications for the deployment of ITS systems. This  position is a technical expert and develops a program centralized around the System Engineering Analysis (SEA) and the ITS Architecture. The Project Manager position will support all CDOT projects in meeting federal regulations related to technology (23 CFR 940) and established CDOT templates related to the SEA. 
Position will provide technical information to others at CDOT as a specialty branch and outside municipalities to ensure that departmental policy, procedures and design standards are addressed and incorporated into roadway construction plans. Your duties and responsibilities will include, but are not limited to, the following: Implement process improvements and coordinate with internal and external CDOT stakeholders to ensure projects with technology components are delivered successfully; Be the Point of Contact for all processes associated needs for projects with technology in the Branch and ensure projects are following established procedures;  Work with the Project Development Support Manager to develop a tool to resource plan all ITS resources for design and construction to better serve customers; Stay up to date on the most recent standard project delivery tools currently in use at CDOT and ensure the SEA is included; Maintain an SEA library with the appropriate file retention software; and publish content developed on both the external and internal facing websites; Be the Point Specialty Contact to ensure projects with technology components are successful; Provide support to project managers by reviewing plans, project documents, specifications and standards as well as provide guidance and facilitate subject matter expert reviews with other units within ITS; Track project's progression through the SEA and provide reminders to ensure projects complete the SEA documents at the appropriate time; Lead regular reviews of submitted SEA documents and obtain approvals from the applicable stakeholders; Other job duties as assigned. Work Environment: Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday  Travel may be required for ITS projects Required to operate CDOT vehicles Minimum Qualifications Seven years (7) of experience in project management and/or project development. OR
A Bachelor's degree from an accredited college or university in engineering, project management, management, business or another closely related field of study AND 
at least three (3) years of full-time professional work experience with project management and/or project development. Substitution
A Master's or Doctorate degree in one of the fields of study listed above will substitute for the undergraduate degree and 1 year of the work experience.
