I. Position Summary:
As the Deputy Director of the Louisiana Developmental Disabilities Council, the incumbent functions as the Deputy to the Executive Director and as the Council's Director in the absence of the Executive Director. The Deputy Director manages all administrative duties involved in the day-to-day and long-term operations of the Council, including fiscal, contractual, and operational matters. The incumbent directly supervises two Program Managers and has functional supervision over all other Council employees. The incumbent is appointed by and reports to the Council's Executive Director.
II. Functions, Responsibilities and Activities Performed:
Given overall strategic and philosophical direction and oversight from the Developmental Disabilities Council Executive Director, the Deputy Director has the authority and responsibility to supervise and manage the operational activities of the Council. In exercising this authority, certain functions, responsibilities and activities are expected to be performed. Examples of these expectations include, but are not limited to:
Consistent with the directives and interpretive guidance of the Executive Director, manage Council operations to ensure accomplishment of the Council's mission. Develop and administer the Council's annual state budget to meet the expenses of the Council. Supervise all aspects of the Council's contract, public education, legislative, planning and reporting activities. Report to the Council, as requested by the Executive Director, on operational aspects of Council activities and programmatic/public policy issues. Represent the Council's position on various state level councils, task forces, and committees. Direct one or more of the Council's initiatives. Provide advice to the Executive Director on legislative and programmatic issues, legislative advocacy and public policy. Provide assistance to the Executive Director in the performance of her duties. Perform all other duties as assigned. Preferred Experience Knowledge of the organization and functions of Louisiana State Government including the organization and practices of the Legislature and the Executive Branch, preferred. Principles, practices and trends of public administration, organization, and management; techniques or organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques.
Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches.
The Deputy Director is knowledgeable about the Developmental Disabilities service system (or have similar human services experience and the ability to quickly become knowledgeable about the Developmental Disabilities service system); be experienced in budget development, implementation and fiscal management, familiar with laws, regulations, budgets and their associated processes; perform tasks that involve investigative and technical analytical work; familiar with evaluation techniques and use of data for evaluation and public policy; expert in reviewing and editing complex technical reports; able to develop consensus among diverse groups through negotiation; articulate both verbally and in writing about the positions of the Council; able to maintain a positive working relationship with all components of the public and private advocacy systems including the State administration and Legislature; and function effectively and cooperatively as an integral part of a creative professional organization.
