Job Description
SUMMARY
* Under limited supervision, assists with planning, coordinating and supervising the activities and personnel of the Laboratory Department.
SUPERVISORY RESPONSIBILITY : This job has supervisory responsibility.
CONDITIONS: The new hire or transfer employee will remain within this job category for a probationary period of six months. With a satisfactory criteria based performance evaluation, the employee will advance to a regular status employee. If the evaluation is not satisfactory, the employee will be terminated.
Manages phlebotomy personnel
* Schedules phlebotomy staff.
* Ensures adequate staffing in phlebotomy at all times.
* Directs daily work of phlebotomy staff.
* Responds promptly to staff concerns.
* Provides training to personnel on new job skills as needed.
* Provides quality assurance documentation related to the section.
* Monitors customer first behaviors of phlebotomy personnel.
* Resolves customer concerns.
Oversees client service functions and compliance
* Establishes and maintains ongoing mechanism to determine customer satisfaction.
* Maintains adequate supplies for all customers.
* Establishes policies and procedures for clerical functions and phlebotomy.
* Maintains updated procedure manual for clerical functions and phlebotomy.
Manages all clerical functions of front office
Coordinates training of personnel on reference lab computer
Promotes operational efficiency & effectiveness
* Develops/implements plans that result in increased efficiency, effectiveness and/or productivity; identifies opportunities to contain or reduce costs
* Staffs and maintains department expenses and revenue within operating budget
* Writes and maintains current departmental policies and procedures that guide and support services
* Provides written and/or verbal responses to all ages and categories of complainants
Demonstrates effective supervision & leadership
* Conducts huddles on a regular basis and communicates pertinent information
* Sets example by being visible and available; flexes time to be available for employees on off-shifts
* Participates in professional development activities
* Provides input to staff performance evaluations

Qualifications
QUALIFICATIONS: The following statements reflect the general duties, responsibilities and competencies considered necessary to perform the essential functions of the job and should not be considered as a detailed description of all the work requirements of the position. EDUCATION AND EXPERIENCE:
To qualify for the position, the candidate must have a High School Diploma or equivalent GED required . :
Certification as a registered Phlebotomist by a nationally recognized Phlebotomy Society such as the American Society of Phlebotomy Technicians is preferred. Minimum of five years of work experience as a phlebotomist is required. Experience in a healthcare environment is required.
SKILLS & ABILITIES:
* Demonstrate knowledge of medical terminology and health systems
* Demonstrates knowledge of Continuing Quality Improvement principles and processes
* Ability to communicate and work with physicians
* Demonstrate ability to work with accuracy and attention to detail
* Ability to ensure the confidentiality and rights of patients and confidentiality of health system and departmental documents required
* Demonstrated ability to perform venipuncture and process laboratory specimens in accordance with established departmental procedures required.
* Knowledge of personal computer or CRT required.
LANGUAGE SKILLS: The ability to communicate effectively both verbally and in written form with patients, physicians, health system officials, other health system personnel and the general public is essential.
MATHEMATICAL SKILLS: Ability to perform basic statistical calculations.
REASONING ABILITY: Ability to identify problems, develop course of action and follow through to resolution. Ability to think critically and analyze risks.
CERTIFICATES, LICENSES AND REGISTRATIONS:
PHYSICAL DEMANDS: Works in a clean, well-lighted environment. Requires visual acuity and manual dexterity to perform venipunctures and handle specimens. Requires walking, standing and ascending/descending stairs approximately 70% of the time. Requires carrying supplies weighing up to 10 lbs; approximately 40% of the time. Requires bending and reaching approximately 40% of the time; lifting and pushing/pulling supplies weighing up to 10 lbs. approximately 25% of the time. Potential for regular exposure to communicable diseases and/or blood and body substances and hazardous materials requiring the observance of Standard Precautions and safe handling practices. Potential for exposure to disagreeable elements, such as odors, sights, drainage, etc.

CONTINUING EDUCATION : Must complete an annual minimum of 12 contact hours, or continuing education units, in clinical laboratory science or healthcare courses. The enrollment and successful completion of continuing education courses is the responsibility of the employee. If time off is needed to complete any courses, the employee must have approval from the departmental leader prior to attending the continuing education course. The employee is responsible for maintaining and keeping all certificates and documentation of continuing education. This continuing education requirement shall be assessed on the annual performance evaluation.
