Job Summary The Department of Natural Resources (DNR) provides outdoor recreation activities and manages Minnesota's natural resources to create economic opportunity and a sustainable quality of life. We are driven to find talented, innovative employees to help us carry out this mission.
The DNR is currently seeking a Walk-In Access and Grassland Coordinator located in St. Paul, MN.
This position exists to direct, plan, develop, administer, evaluate, and coordinate statewide Walk-In Access (WIA) and Grassland programs so that program guidelines, goals, and objectives are met. Expanding and developing those programs into successful, self-sustaining programs will be a top priority. Policies and procedures will need to be developed, some of which have legal connotations. Extensive coordination and negotiation with Minnesota Board of Water and Soil Resources (BWSR), Soil & Water Conservation Districts (SWCD), MN Association of Soil & Water Conservation Districts (MASWCD), USDA-Natural Resources Conservation Service (NRCS), USDA-Farm Service Agency (FSA), Watershed Districts, and private landowners will be required. This position will be the primary point of contact for the public for the WIA and Grassland programs. Ultimately, the WIA program will need to explore and develop new funding sources and this position will be integral in finding them. Working with Legislators, constituent groups, Department Leadership, and interested citizens will be required.
Responsibilities include:
Develop, implement, and evaluate the statewide Walk-In Access (WIA) program so that policies, guidelines, plans, and implementation are consistently applied and effectively address programmatic needs.
Provide technical assistance; contribute data and expert opinion to the Prairie Habitat Team, committees, agencies, and organizations.
Perform communications and outreach duties to expand opportunities for Walk-In Access (WIA) and Grasslands programs, especially as they relate to implementation of the Minnesota Prairie Conservation Plan to enhance awareness, understanding, and acceptance of programs to provide wildlife habitat and public recreation on private land.
When needed, be prepared to help with Outdoor Heritage Fund proposal writing, reporting, and coordination with Area Managers and other field staff. This could include coordinating efforts with partner agency and NGOs who are doing similar habitat work in the farmland region.
Qualifications Minimum Qualifications Bachelor's degree in wildlife management, natural resource management, outdoor recreation, or closely related field.
Two (2) years of professional work experience managing problems, projects, or contracts in addition to administrative experience preparing budgets, work plans, and other planning and fiscal documents.
Experience in the natural resources or conservation fields sufficient to understand the state's hunting traditions and grassland management.
Strong qualitative and quantitative analysis skills sufficient to evaluate WIA and Grassland program results.
Knowledge of statutes and rules sufficient to serve as a technical expert and interpret and recommend statutory and rule changes to support and enhance the WIA and Grassland programs.
Strong oral, written, and presentation capabilities to convey information related to WIA and Grassland programs to individuals both with and without a diverse range of technical backgrounds.
Good human relations and collaborative skills to effectively work with diverse interests in settings with multiple outcome goals as well as team building and leadership skills necessary to bring together diverse interests to accomplish common conservation objectives.
Demonstrated success in effectively managing projects cooperatively with others, setting and meeting deadlines.
Preferred Qualifications Experience providing direction or guidance to other professional and paraprofessionals regarding State budgeting in SWIFT, the statewide budgeting system, outreach and public relations, and contractor management and related activities.
Knowledge of DNR's organizational structure and a working knowledge of other state and federal resource management agencies, local government units, and their respective authorities, programs, and responsibilities that pertain to the WIA and Grassland programs in Minnesota.
Additional Requirements This position requires an unrestricted Class D Driver's License with a clear driving record.
