BALTIMORE COUNTY PUBLIC SCHOOL JOB TITLE : Coordinator, Community Schools REPORTS TO : Director, Community Schools DEFINITION : Provide coordinated supports, leadership, and guidance to all Baltimore County Public Schools'(BCPS) Community Schools, central offices, and school-based staff to ensure BCPS complies with the Blueprint for Maryland's Future Concentration of Poverty Grant and all other Community School grant requirements. Coordinate the development, implementation, and monitoring of Community School funded staffing and evidence-based practices in accordance with the Blueprint for Maryland's Future. Ensure that all initiatives support the system-wide goals identified in the system's strategic plan. Performs other duties as assigned. EXAMPLES OF ESSENTIAL DUTIES : Provides expertise to school-based leadership to ensure understanding and implementation of the Blueprint for Maryland's Future Concentration of Poverty Grant and all other Community School grant compliance measures. Provides leadership in the development of community school needs assessment and implementation plan and ensure they address instructional needs of students are met. Coordinates and adheres to timelines for responding to MSDE state reporting requirements, inquiries, and continuous monitoring process. Coordinates, develops, and monitors system-wide professional learning and coaching for community school facilitators, staff in community schools and all central office staff to ensure awareness and access to resources for implementing the community school initiative in BCPS. Provides supervision and builds leadership capacity of Senior Community School Facilitators in effective coaching, strategic plan development, data driven decision-making, and the continuous cycle of improvement. Reports concerns and provides feedback to school teams related to community school program implementation. Coordinates and collaborates with central office staff for oversight of community school requirements and commitments. Assists in the recruitment, selection and coaching of community school facilitators. Coordinates and facilitates the BCPS Community School Steering Committee to include the representation of BCPS staff, families/caregivers, students, and external community stakeholder agencies to examine and eliminate barriers inhibiting the implementation of the community school initiatives in. Provides leadership support in identifying, collecting, and analyzing data metrics related to community schools from internal and external partners including local, state and government agencies. Assesses the effectiveness of the community school initiative in BCPS, target professional learning and collaborate with community school partners. Assists the Director of Community Schools in providing guidance and monitoring the effectiveness of programs. Assists the Director of Community Schools with the process for developing and revising annual reporting requirements and district polices/rules. Assists in the development and administration of the grant, operating, capital, and other budgets, to ensure the efficient and effective use of resources. Plans, budgets, and controls department expenditures and grants. Performs additional duties as assigned. MINIMUM QUALIFICATIONS :
Education, Training and Experience : Master's degree in education, social work, school counseling or a related field. Experience coordinating programs and/or support to schools and/or in the community with internal and external agencies. Five years of leadership experience. Licenses and Certificates : Possession of, or eligibility for, Advanced Professional Certificate and Administrator I endorsements required. Knowledge, Skills, and Abilities : Thorough knowledge of the community school model, requirements compliance with state mandates in the Blueprint for Maryland's Future Concentration of Poverty Grant including reporting, needs assessment and implementation plan processes and procedures. Demonstration of outstanding oral and written communications skills. Demonstration of strong leadership, communication, and human relations skills. Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications). Skill and experience in data analysis and application. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally performed both in school and office environments. Travel to schools and external community partner agencies throughout Baltimore County and other local areas is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required. SALARY: Grade 11 on the BCPS CASE 12-month pay scale $105,772 - $157,173. This position is eligible for membership in the Maryland State Retirement System. Factors such as passage of time since the offense, the nature of the violation, and the extent of rehabilitation will be taken into consideration. Pre-Employment Requirements: All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment. Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US. If you have military experience you will be asked to provide a copy of DD214. Official transcripts for all higher education must be received prior to contract signing. Some positions will require employees to undergo a physical examination and/or drug testing. All newly hired personnel must attend a Badges and Benefits session.
