In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF. The Grants and Contracts Coordinator will support the development of grants and contracts associated with the Child Support Division (CSD) to uphold the mission and objectives of the division that the public receives the highest quality child support services. This position is being created to provide contract and grant management support for a $3.9M federal grant opportunity entitled, "Advancing Equity in Child Support". This position will help manage and lead all contract and financial reporting related deliverables for the project including contract development (i.e., RFP development) and management, compliance review, grant management responsibilities, and the tracking of project deliverables. This position will also serve as the point of contact for grant related questions and responsible for preparing, uploading, and tracking of all necessary documentation within the federal grant portal and other related systems. Responsibilities include but may not be limited to: Coordinate the development, execution and management of the Division's contracts, grants, interagency agreements, annual plans and any related amendments pertaining to the Advancing Equity in Child Support federal grant. Commitment to promoting and advancing equity and antiracism by reducing disparities in program outcomes and improving access to human services for communities experiencing inequities. Serve as subject matter expert (SME) on contracting for CSD Division. Serve as a member of grant project management team and participate in official team functions to promote smooth functioning of the team. Participate in CSD division-wide projects, initiatives, work groups, and committees as needed, especially those with contract components. Work may include design, development, implementation, and/or testing phases. Help Support Division's grant management budget processes as needed in conjunction with CSD fiscal analyst and CSD executive team including budget analysis, operational expenditures, and accounts payable throughout the annual fiscal cycle. Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.** Three (3) years of experience demonstrating expertise with government grants and contracts competencies. Experience must include: Understanding of core contract and grant management standards and practices that include managing RFPs. Grant knowledge roles and relationships of county, tribal, state, and federal governments. Writing Request for Proposals for variety of different types of contracts. Data research skills sufficient to identify best practices, abnormalities and track measurable results. Program and project management skills that also includes tracking grant budgets and presenting program efforts. Preferred Qualifications Variety of experiences working effectively with others from different backgrounds and cultures. Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns. Grant Management Specialist Certification. Knowledge of project management and process improvement programs. Skilled at using Enterprise Grant Management System, State-Wide Accounting Practices and SWIFT.
