Full job description Introduction The Department of Health Services (DHS), Division of Medicaid Services (DMS), is recruiting for a Non-Emergency Medical Transportation (NEMT) Contract Monitor in the Bureau of Benefits Policy (BBP).

This schedule may vary based on training or operational need.
The work hours will be from 8:00am to 4:30pm, Monday to Friday.
Position Summary As the Contract Monitor, you will be responsible for monitoring the statewide NEMT management contract for the Wisconsin Medicaid program. The NEMT management contract is a contract with a third-party entity to arrange and pay for rides for Medicaid members to covered services. The NEMT management contractor sub-contracts with a network of transportation providers such as ambulances, specialized medical vehicles, and taxi companies to provide rides. You will have major responsibility for both day-to-day monitoring and on-site oversight of the contractor as well as oversight and management of all data reported to ensure contractor compliance with all contract requirements and DHS policies.
Salary Information The starting pay is between $34.00 and $43.46 per hour (approximately between $70,700 and $90,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Contracts Specialist - Advanced and is in pay schedule and range 07/03.
Job Details All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications Minimally qualified applicants will have all of the following:
Experience with contract review, monitoring, and oversight. Experience assessing data metrics for compliance with contract standards. Experience with issue mitigation and remediation (e.g., complaints, sensitive incidents, etc.). Experience building and maintaining solution-focused relationships with internal and external partners (e.g., health care providers, government agencies, etc.). Well-qualified applicants will also have one or more of the following:
Experience working with Medicaid contracts. Experience leading and planning initiatives or projects for Medicaid programs. Experience collaborating with members of Wisconsin's healthcare industry (e.g., health care providers, provider associations, Medicaid members, public officials, etc.) on policy issues. Experience working in the non-emergency medical transportation (NEMT) or transportation industry. Your letter of qualifications is limited to two (2) pages.
