Job Description and Duties As a valued member of the Caltrans team, you make it possible for the Department to provide a safe, sustainable, integrated, and effective transportation system to enhance California's economy and livability. Job will have exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, humidity, and high decibels of noise. Hardhat and safety vest or approved safety shirt, and eye protection must be worn at all times in the field, no exceptions. Incumbent must work with a variety of materials including testing equipment. While at the Construction office employees will normally work in a climate-controlled office under artificial light. However due to periodic problems with heating and air conditioning, the building temperature may fluctuate. Workload may subject employee to night work, flexible hours, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer. Travel is required. Incumbent may be required to travel on short-term and/or long-term expense. Vacations may be restricted during peak times. Overtime may be required. All Transportation Engineers hired by Caltrans after May 19, 2000 will be required to participate in the mandatory "Transportation Engineer Rotation Program". The rotation program consists of 9 months Construction Work, 9 months Design Work and 6 months in an Elective Assignment(s). The rotation length and assignment will be based on workload needs and could take place  anywhere within Central Region. The rotation program is a key element in the development of our new employees and allows them to be assimilated into the Caltrans workforce much quicker to be more productive. In addition to the Transportation Engineer Rotation Program, incumbent may be required to go on loan to other functional units during the winter months, when there is excess staff, or staffing needs in another area, etc.

For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions Position located at 4485 Vachell Lane, San Luis Obispo, CA, San Luis Obispo County The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment.  Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee's goals. Assignments may involve long term travel and can be located throughout the state.
In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas. New toState candidates will be hired into the minimum salary of the classification orminimum of alternate range when applicable. Special Requirements Possession of a valid Driver's License is required when operating a state owned or leased vehicle. Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. You must include specific examples addressing each of the evaluation criteria listed below . The SOQ must not exceed two (2) pages in length and written in no less than 12-point font . Each evaluation criteria must be addressed separately and in order.
Ability to communicate effectively, both orally and in writing (including presentations) and competently represent the Department to management, local agencies, and the public. Ability to develop networks, build alliances and strengthen relationships with internal and external partners. Please detail your experiences with stormwater and environmental compliance.
